AVALIAÇÃO DOS DETERMINANTES DA QUALIDADE DA EDUCAÇÃO BÁSICA: UMA COMPARAÇÃO DAS MESORREGIÕES CENTRO-SUL E OESTE DO PARANÁ
Os objetivos deste trabalho foram o de analisar os determinantes da qualidade da educação básica e o de realizar uma comparação entre as mesorregiões Oeste e Centro-Sul do estado do Paraná. Partiu-se da hipótese de que a qualidade da educação não é influenciada apenas pelo investimento em educação. A literatura apontou influencia por variáveis como: IDH; distribuição de renda (pelo índice de Gini); despesas em assistência social e; cultura. Os resultados confirmaram, além da influência das despesas em educação, a influência do IDH e do Índice de Gini. Refutaram a influência das despesas em assistência social e não trouxeram sentido econômico para as despesas em cultura. A literatura e os resultados constatam que, para as regiões estabelecidas, há variáveis estatisticamente significativas e que merecem atenção quando se busca o equilíbrio de disparidades econômico-regionais e o crescimento econômico.

Abstract:
The objectives of this study were to analyze the determinants of the quality of basic education and to compare the Western and South-Center mesoregions of the Paraná state. It was hypothesized that the quality of education is not influenced only by investment in education. The literature pointed influences by variables such as HDI; income distribution (by the Gini index); social assistance expenses; culture. The results confirmed, beyond the influence of expenditure on education, the influence of the HDI and the Gini index. They refuted the influence of spending on social assistance and brought no economic sense for spending on culture. The literature and the results find that, for the established regions, there are statistically significant variables that deserve attention when balancing economic-regional disparities and economic growth.
