AVALIAÇÃO DA POLÍTICA DE OFERTA DE VAGAS EM CRECHES NA REDE PÚBLICA MUNICIPAL DE ENSINO DE SÃO JOSÉ DO RIO PRETO
A garantia de vagas em creches
nas redes públicas municipais de ensino é
direito de toda criança e crescente necessidade
social, uma vez que os cuidados e a educação
da criança deixaram de ser vistos como
filantropia à mãe trabalhadora e passaram
a ser considerados direitos das próprias
crianças. No entanto, a efetivação deste
direito tem se constituído um desafio para os
municípios, haja vista a recorrente observação
e divulgação de listas de espera por vagas
para as creches. Portanto, o objetivo deste
artigo é o de apresentar a política educacional
do município de São José do Rio Preto - SP
para as creches de sua rede pública municipal
no período de 2010 a 2015 com destaque para
sua demanda e para as ações desenvolvidas
com a finalidade de zerar as listas de espera.
Inicialmente apresenta-se a legislação que
trata do direito à educação infantil. Em seguida
apresenta-se a organização da rede municipal
de ensino do município para o atendimento à
educação infantil para o segmento creche e por
fim as ações desenvolvidas para ampliação da
oferta de vagas neste segmento. Os resultados
obtidos apontam que apesar do planejamento
algumas variáveis como a mobilidade urbana
entre os municípios e as diferentes taxas de
crescimento por região no interior do município
interferem de modo decisivo no cumprimento
desta determinação legal o que implica na
necessidade de uma atuação conjunta entre
os diferentes departamentos da administração
pública municipal.

Abstract:
The guarantee of vacancies in daycare centers in the municipal public education
networks is the right of every child and growing
social need, since the care and education
of the child is no longer seen as philanthropy
to the working mother and are considered
to be children's own rights . However, the
implementation of this right has been a challenge
for municipalities, given the recurrent observation
and dissemination of waiting lists for places for
day care centers. Therefore, the objective of this
article is to present the educational policy of the
municipality of São José do Rio Preto - SP for
daycare centers in its municipal public network
in the period from 2010 to 2015, highlighting its demand and actions developed for the purpose resetting the waiting lists. Initially the
legislation that deals with the right to early childhood education is presented. Next, the
organization of the municipal education network of the municipality is presented for
the attendance of children's education for the nursery segment and finally the actions
developed to expand the offer of places in this segment. The results show that despite
the planning some variables such as the urban mobility between the municipalities and
the different growth rates by region within the municipality interfere in a decisive way in
the fulfillment of this legal determination which implies in the necessity of a joint action
among the different departments of municipal public administration.
