AVALIAÇÃO DA IMPLEMENTAÇÃO DA ECONOMIA CIRCULAR: UM ENFOQUE NA GESTÃO DE RESÍDUOS SÓLIDOS NO MUNICÍPIO DE NAMPULA
As práticas regenerativas de produzir, consumir e reutilizar começaram a ter relevo durante e
após a 2ª Guerra mundial (1939-1945), com o início da consciencialização da sociedade de que
os recursos naturais são limitados, finitos e exaustos, sendo que o seu uso deveria ser racional e
sustentável. É neste contexto que surge o Modelo de Economia Circular (EC) como alternativa
ao tradicional Modelo de Economia Linear (EL). EC assenta-se na estratégia inovadora de
redução dos impactos negativos ao ambiente, reutilização, recuperação, restauração e renovação
de materiais e energia. Considerando que a implementação da EC na Gestão de Resíduos Sólidos
(GRS) trás muitas vantagens à economia, para a presente pesquisa o objectivo é avaliar o estado
de implementação da EC, com enfoque na GRS. Trata-se de abordagem quantitativa, tendo sido
usados questionário físico e online, revisão bibliográfica e análise documental como instrumento
da colheta de dados. Para aferir a validade e confiabilidade do questionário aplicado fez-se o
teste de coeficiente alfa de Cronbach α, cujo o resultado demonstrou satisfatório, pois o α > 0,60,
acima do parâmetro moderado. A partir do questionário, determinou-se definições constitutivas
(DC’s) e definições operacionais (DO’s). Para operacionalizar as DC’s determinou-se 5 KPI’s.
Da conjugação dos métodos da métrica de circularidade por técnica do Centróide (COG) através
da lógica fuzzy e teste qui-quadrado , concluiu-se que o estado geral de desempenho da EC no
Município de Nampula é de 21.551724%, correspondente à 1ª escala fuzzy e NÃO
SATISFATÓRIO, como o grau de pertinência. Da examinação do nível de desempenho dos
KPI’s referenciados, concluiu-se que o Município de Nampula tem enormes desafios com vista a
implementação da EC, com enfoque na GRS, sendo que para garantir a transição do Modelo de
EL actualmente dominante para o de EC, necessitaria imensos esforços integrados, envolvendo
dimensões política, económica e financeira, governamental, privado e da sociedade civil.

Abstract:
The regenerative practices of producing, consuming, and reusing began to be highlighted during
and after the 2nd World War (1939-1945). With the beginning of society's awareness that natural
resources are limited, finite, and exhausted, their use should be rational and sustainable. It is in
this context that the Circular Economy Model (CE) emerges as an alternative to the traditional
Linear Economy Model (LE). CE is based on the innovative strategy of reducing negative
impacts on the environment, reusing, recovering, restoring, and renewing materials and energy.
Considering that the implementation of CE in Solid Waste Management (SWM) brings many
advantages to the economy, for the present research, the objective is to evaluate the state of the
implementation of the CE, focusing on the SWM. It is a quantitative approach, using a physical
and online questionnaire, a bibliographic review, and document analysis as an instrument for
data collection. To assess the validity and reliability of the applied questionnaire, the Cronbach's
alpha coefficient test α was performed, whose result was satisfactory, as α > 0.60, above the
moderate parameter. From the questionnaire, constitutive definitions (DC's) and operational
definitions (DO's) were determined. To operationalize the DC's, 5 KPI's were determined. From
the combination of circularity metric methods by the Centroid technique (COG) through fuzzy
logic and the chi-square test, it was concluded that the general state of performance of the CE in
the Municipality of Nampula is 21.551724%, corresponding to the 1st fuzzy scale and
UNSATISFACTORY, as the degree of pertinence. From the examination of the performance
level of the referenced KPI's, it was concluded that the Municipality of Nampula has enormous
challenges in the implementation of the CE as far as SWM is concerned, and in order to
guarantee the transition from the currently dominant LE Model to the CE, it would require
immense integrated efforts, involving political, economic and financial, governmental, private
and civil society dimensions.
