AVALIAÇÃO DA GESTÃO EM ESCOLAS DA REDE ESTADUAL DE ENSINO E OS IMPACTOS DA REFORMA DO ENSINO MÉDIO
Esta pesquisa objetiva refletir sobre
a gestão escolar e os impactos da Medida
Provisória nº 746/2016 no que concerne ao
ato pedagógico e às práticas metodológicas
e técnico-administrativas a serem adotadas
nas escolas públicas estaduais de Fortaleza,
Ceará. Trata-se de uma pesquisa qualiquantitativa e descritiva, cujos construtos
teóricos que embasam a avaliação institucional,
fundamentando-se em De Bruyne et al. (1977)
e no seu espaço metodológico quadripolar,
servirão como subsídio para essa reflexão. O
lócus da pesquisa é um universo de gestores,
discentes, docentes e comunidade escolar
provenientes da referida rede de ensino. A
triagem das instituições obedecerá ao Índice de
Desenvolvimento da Educação Básica (IDEB)
de 2015 para o Ensino Médio (EM), observando
os impactos da reforma do Ensino Médio (EM),
sancionada em 2017 e aprovada como Projeto
de Lei de Conversão nº 34/2016. A coleta dos
dados será feita em campo, através de pesquisa
documental e aplicação de questionário,
bem como da contextualização das variáveis
encontradas e analisadas. A análise de dados,
quanto ao seu aspecto quantitativo, será feita
com o apoio do software SPSS (Statistical
Package for the Social Sciences) versão 21.0
para Windows e, quanto qualitativo, com o uso
dos recursos provenientes do software Atlas.ti
(Computer - Assisted Qualitative Data Analysis
Software – CAQDAS) versão 7.5. Pretendese articular os conhecimentos adquiridos na
avaliação institucional e na verificação da
melhoria da gestão, tendo em vista propor um
modelo de gestão que auxilie as instituições
públicas de ensino em seus processos
decisórios e nas melhorias contínuas a serem
implementadas nelas

Abstract:
This research aims to think the school management process and the
impacts of Provisional Measure nº 746/2016, regarding the pedagogical act and the
methodological and technical-administrative practices to be adopted in the state public
schools of Fortaleza, Ceará. It is a qualitative and descriptive research, whose theoretical
constructs that base the institutional evaluation, lying on De Bruyne et al. (1977) and its
methodological space quadripolar, will serve as a subsidy for this reflection. The locus
of the research is a universe of managers, students, teachers and school community
coming from the aforementioned network of education. The screening of institutions
will follow the 2015 Basic Education Development Index (IDEB) for High School (EM),
observing the impacts of the High School Reform (EM), sanctioned in 2017 and approved
as Draft Law 34/2016. Data collection will be done in the field, through documentary
research and questionnaire application, as well as the contextualization of the variables
found and analyzed. The data analysis, in terms of its quantitative aspect, will be made
with the support of SPSS (Statistical Package for the Social Sciences) version 21.0 for
Windows and, as for qualitative, the use of resources from Atlas.ti (Computer - Assisted
Qualitative Data Analysis Software – CAQDAS) version 7.5. It is intended to articulate
the knowledge acquired in the institutional evaluation and in the verification of the
improvement of the management, with the purpose of proposing a management model
that assists the public educational institutions in their decision-making processes and
in the continuous improvements to be implemented in them
