AUTOCOMPOSIÇÃO EM ÓRGÃOS PÚBLICOS: O CASO DO NÚCLEO PERMANENTE DE INCENTIVO À AUTOCOMPOSIÇÃO DO MINISTÉRIO PÚBLICO DO ESTADO DO RIO GRANDE DO NORTE
Este estudo aborda o processo de implementação de mudança cultural no âmbito do Ministério Público do Estado do Rio Grande do Norte (MPRN), na compreensão de promover, potencializar e consolidar política de tratamento e solução consensuais de conflitos, exigindo estratégias, gestão planejada, eficiente e pautada em resultados concretos. Destaca a forma como o MPRN tem se estruturado para atuar com qualidade e eficiência, especialmente no âmbito extrajudicial, priorizando a solução pacífica e consensual dos diversos conflitos que estão na esfera de atribuições ministeriais, e as principais ações efetivadas pelo Núcleo Permanente de Incentivo à Autocomposição (NUPA). É uma pesquisa de caráter exploratório-descritivo, conforme a taxionomia proposta por Vergara (2003), abordando caso único, apresentando os resultados alcançados pelo Nupa durante o ano de 2018, com atuações em casos nas áreas de meio ambiente, saúde, combate à sonegação fiscal, infância e juventude, o que vem potencializando a atuação ministerial na tutela coletiva e individual de direitos. Conclui que a aplicação de métodos autocompositivos contribui para a redução da excessiva judicialização, propiciando aos envolvidos nas situações de conflitos de interesse satisfação, pacificação e não reincidência dos casos, estando o Nupa na vanguarda da difusão da política institucional de tratamento consensual de conflitos, cujos esforços apresentam resultados em prol de uma cultura de paz cuja construção prestigia o diálogo em busca do consenso.

Abstract:
This study addresses the process of implementing cultural change within the scope of the Public Ministry of the State of Rio Grande do Norte (MPRN), in the understanding of promoting, enhancing and consolidating a policy for the treatment and consensual solution of conflicts, requiring strategies, planned, efficient and guided management in concrete results. It highlights the way in which the MPRN has been structured to act with quality and efficiency, especially in the extrajudicial domain, prioritizing the peaceful and consensual solution of the various conflicts that are within the domain of ministerial powers, especially the main actions carried out by the Permanent Center for Incentives to Self-Composition (NUPA), It is exploratory and descriptive research, according to the taxonomy proposed by Vergara (2013), addressing a single case, presenting the results achieved by Nupa during the year 2018, with actions in cases in the areas of environment, health, combat to tax evasion, children and youth, which has been enhancing the ministerial role in the collective and individual protection of rights. It concludes that the application of self-composition methods contributes to the reduction of excessive judicialization, providing satisfaction, pacification and non-recurrence of cases to those involved in conflicts of interest, highlighting Nupa's work at the forefront of the dissemination of the institutional policy of consensual treatment of conflicts, whose efforts show results in favour of a culture of peace whose construction honours the dialogue in search of consensus.
