O Núcleo de Assessoria Jurídica
Universitária Popular Negro Cosme é um
núcleo de pesquisa e extensão da Universidade
Federal do Maranhão que atua substituindo o
trabalho de assistência judiciária pela prática de
educação em direitos humanos, fortalecendo o
protagonismo popular como forma de libertação
social e auxiliando na aproximação da sociedade
e do Direito numa relação justa, a partir da
compreensão de que a efetivação de um Direito
crítico só é possível através da problematização
do Direito posto com os cidadãos envolvidos
nesse processo. Esta prática valoriza a troca
de experiências adquiridas na universidade
e em comunidade, assim como a construção
de saberes coletivos a partir de vivências
partilhadas. O presente trabalho, de início, faz
um recorte acerca do contexto do surgimento
das Assessorias Jurídicas no Brasil e no
Maranhão. Seguidamente analisa os avanços e
retrocessos do Negro Cosme em seus dezoito
anos de atuação junto a comunidades em
situação de violação de direitos fundamentais.
Ainda, reflete sobre a importância das atividades
desenvolvidas pelo Núcleo dentro da academia,
porquanto induz à formação crítica e dialógica, e
no referido estado, intervindo junto à população
em situação de vulnerabilidade social. Valese de metodologia de caráter qualitativo; de
pesquisa bibliográfica, documental e de campo.
Utiliza-se de referencial que abarca desde a
pedagogia de Paulo Freire até a especificidade
temática de Roberto Lyra Filho e Vladimir de
Carvalho Luz. Constatou-se relevantes as
atividades do Núcleo no contexto do curso de
Direito da Universidade Federal do Maranhão,
enquanto verdadeiro articulado de Ensino,
Pesquisa e Extensão.

Abstract:
The Nucleus of Legal Counsel for
Popular University Negro Cosme is a nucleus of
research and extension of the Federal University
of Maranhão that acts by replacing the work of
judicial assistance for the practice of education
in human rights, strengthening the popular
protagonism as a form of social liberation and
helping in the approximation society and law in
a fair relationship, from the understanding that
the realization of a critical right is only possible
through the problematization of the right put
with the citizens involved in this process. This
practice values the exchange of experiences acquired in the university and community,
as well as the construction of collective knowledge from shared experiences. This
paper, at the outset, makes a clipping about the context of the emergence of Legal
Advising in Brazil and Maranhão. He then analyzes the progress and setbacks of Negro
Cosme in his eighteen years of working with communities in violation of fundamental
rights. Still, it reflects on the importance of the activities developed by the Nucleus
within the academy, because it induces the critical and dialogic formation, and in that
state, intervening with the population in situation of social vulnerability. It is worth of
methodology of qualitative character; of bibliographic, documentary and field research.
Paulo Freire’s pedagogy is used to refer to the thematic specificity of Roberto Lyra
Filho and Vladimir de Carvalho Luz. The activities of the Nucleus in the context of the
Law course of the Federal University of Maranhão, as a true articulation of Teaching,
Research and Extension.
