ATIVISMO, PARTICIPAÇÃO SOCIAL E AMEAÇAS À DEMOCRACIA: UM ESTUDO SOBRE O CONSELHO NACIONAL DE PROMOÇÃO DA IGUALDADE RACIAL – CNPIR
O presente artigo tem como objetivo analisar a relação entre ativismo, participação social e os desafios à democracia participativa a partir de um estudo empírico no Conselho Nacional de Promoção da Igualdade Racial (CNPIR). Buscamos mostrar as principais questões relacionadas às dificuldades da participação, ao ativismo de seus conselheiros e às ameaças à democracia participativa nesse arranjo institucional. Essa pesquisa teve como metodologia a análise de documentos, entrevistas e questionários aplicados entre os anos de 2018 e 2019. Os resultados revelam alguns efeitos políticos: um ativismo e participação social muito fortes entre os conselheiros da sociedade civil, na resistência e luta por direitos sociais e políticas públicas; extinção e esvaziamento dos conselhos, com uma ofensiva frontal ao seu funcionamento e; por último, a destruição da democracia participativa, ou seja, um ataque ao “patrimônio participativo” que foi construído pela sociedade civil desde os anos de 1980 e hoje sofre ameaças autoritárias e perversas que colocam em xeque os direitos sociais e a própria democracia.

Abstract:
This article aims to analyze the relationship between activism, social participation and the challenges of participatory democracy, based on an empirical study at the National Council for the Promotion of Racial Equality (CNPIR). We seek to show the main issues related to the difficulties of participation, the activism of its advisers and the threats to participatory democracy in this institutional arrangement. This research had as methodology the analysis of documents, interviews and questionnaires applied between the years 2018 and 2019. The results reveal some political effects: a very strong activism and social participation among the civil society councilors, within the resistance and struggle for social rights and public policies; extinction and emptying of councils, with a frontal offensive to its functioning and; finally, the destruction of participatory democracy, that is, an attack ton the “participatory heritage” that was built by civil society since the 1980s and today suffers authoritarian and perverse threats that put social rights and democracy itself in check.
