Abstract: The regulation and structuring of government actions aimed at the permanence of students in Brazilian federal public universities was mainly based on the National Student Assistance Program (Pnaes) of 2010. However, the realization of social rights (in particular the right to higher education), which these policies provide, is not limited to the establishment of formal aspects, requiring that the instruments of public power guarantee the monitoring and evaluation of the programs implemented to make them effective. Therefore, the objective of this research was to analyze the University Residency Program for Degrees (Prug) of the Federal Rural University of Pernambuco (UFRPE), with the objective of identifying the mechanisms used by university management for monitoring and evaluation, relating the importance of the procedures. to guarantee the right to higher education within a federal public university. For this purpose, documentary analysis, semi-structured interviews and the application of questionnaires were used as a means of data collection. The information was analyzed through Discourse Analysis, allowing the researcher to make qualitative inferences. The investigation revealed that the institution lacked efficient mechanisms, criteria, indicators and parameters to carry out factual monitoring of the Prug, thus preventing the achievement of the objectives established in the Pnaes, which even demonstrates that it has not filled all the existing gaps. in the field of student care, since it was ignored for not constituting resources for evaluating these government actions, attributing such responsibility to educational institutions, which, as identified in the UFRPE, are not always capable of providing satisfactory responses.
