As visões da diplomacia estadunidense sobre as Forças Armadas brasileiras no governo JK (1956-61): apontamentos iniciais de pesquisa
Esta pesquisa tem como objeto as visões formadas pela diplomacia dos Estados Unidos sobre o papel das Forças Armadas brasileiras no governo Juscelino Kubitschek (1956-61). Através da análise da documentação produzida pelo serviço externo dos EUA neste período, buscamos compreender as interações entre a política interna brasileira e a política externa estadunidense, apontando suas transformações e, principalmente, avaliando o impacto de tais visões na elaboração dos cálculos de política externa pelos EUA em relação ao Brasil nas décadas de 1950 e 1960. Partindo dos pressupostos teóricos construídos por J. B. Duroselle (2000), mobilizaremos os conceitos de “informação” e “cálculo” para compreender o processo de elaboração da política externa pelos Estados. Neste trabalho, são apresentados os resultados preliminares do levantamento de fontes documentais e sua confrontação com a bibliografia sobre o tema. Buscar-se-á, em um primeiro momento, apontar as primeiras questões construídas na leitura das fontes, discorrendo sobre suas características e especificidades. Em seguida, buscaremos apontar as orientações teórico-metodológicas que se mostraram mais favoráveis ao desenvolvimento da pesquisa até o momento, assim como as possíveis reorientações que se mostraram necessárias. Finalmente, discorreremos sobre os futuros encaminhamentos da pesquisa com base no grau de aproximação entre os primeiros resultados obtidos e as hipóteses iniciais.

Abstract:
The object of this research are the views formed by US diplomacy on the role of the Brazilian Armed Forces in the Juscelino Kubitschek administration (1956-61). Through the analysis of the documentation produced by the US foreign service in this period, we seek to understand the interactions between Brazilian domestic policy and US foreign policy, pointing out their transformations and, mainly, evaluating the impact of such views on the preparation of foreign policy calculations by the USA in relation to Brazil in the 1950s and 1960s. Based on the theoretical assumptions built by J. B. Duroselle (2000), we will mobilize the concepts of “information” and “calculation” to understand the process of elaboration of foreign policy by the States. In this work, the preliminary results of the survey of documental sources and their confrontation with the bibliography on the subject are presented. We will seek, at first, to point out the first issues built in the reading of the sources, discussing their characteristics and specificities. Then, we will seek to point out the theoretical-methodological orientations that have been shown to be more favorable to the development of the research so far, as well as the possible reorientations that have been shown to be necessary. Finally, we will discuss the future directions of the research based on the degree of approximation between the first results obtained and the initial hypotheses.
