AS RELAÇÕES ENTRE O PÚBLICO E O PRIVADO NA EDUCAÇÃO SUPERIOR: UM ESTUDO COMPARATIVO ENTRE PORTUGAL E O BRASIL.
O presente trabalho tem como foco
analisar a educação superior relacionando as
categorias administrativas público e privado
em um estudo comparativo entre o Brasil
e Portugal. É resultado de uma pesquisa
documental e bibliográfica, incluindo aqui
documentos de agências internacionais
além de séries históricas oficiais dos dois
países, cujo objetivo é estabelecer a devida
comparação do crescimento da educação
superior nas categorias administrativas público
e privada. Dá-se destaque no decorrer do
texto à importância da educação superior na
atualidade, à centralidade que o conhecimento
ocupa na sociedade além das orientações
das agências internacionais para a educação
superior. Após a análise dos dados, constatase claramente que existe uma relação de
oposição diametral entre os dois países no
que diz respeito ao percentual de estudantes
matriculados no setor público e setor privado,
sendo que no Brasil há clara predominância
das matrículas na educação superior privada
(75,7%) e em Portugal essa predominância é
para o setor público (83,6%).

Abstract:
The present work focuses on
analyzing higher education by relating the
public and private administrative categories in a
comparative study between Brazil and Portugal.
It is the result of a documental and bibliographical
research, including here documents of
international agencies besides official historical
series of the two countries, whose objective
is to establish the proper comparison of the
growth of higher education in the public and
private administrative categories. In the course
of the text, the importance of higher education
in the present time is highlighted, the centrality
that knowledge occupies in society beyond
the guidelines of the international agencies
for higher education. After analyzing the data,
it is clear that there is a diametrical opposition
relationship between the two countries regarding
the percentage of students enrolled in the public
sector and private sector, and in Brazil there is
a clear predominance of enrollments in private
higher education (75.7%) and in Portugal this
predominance is for the public sector (83.6%).
