AS RELAÇÕES DE TRABALHO EM SAÚDE MENTAL: AVANÇOS E RETROCESSOS DECORRENTES DA REFORMA PSIQUIÁTRICA
A assistência e atenção em saúde mental no contexto brasileiro passou por profundas transformações, que regem desde o campo político ao operacional. Buscou-se a perspectiva de novos espaços de trabalho voltados ao atendimento em comunidade, formação de equipes multidisciplinares, com ambientes adequados ao atendimento e a efetivação do trabalhado dos profissionais. Foram vislumbradas condições concretas de trabalho saudável nesses espaços de atuação que constitui hoje a Rede de Atenção Psicossocial. Sabe-se que historicamente o cuidado com o trabalhador de saúde não foi uma preocupação fundamental, isso ainda pode, por vezes, ser identificado no contexto cotidiano da cidade de Fortaleza. Este trabalho teve como referência uma pesquisa realizada no ano de 2015 com profissionais de nível superior que atuavam no Centro de Atenção Psicossocial - CAPS Geral III, localizado em Fortaleza – CE. A presente pesquisa objetiva compreender como se configuram as relações de trabalho em saúde mental com as mudanças provenientes da Reforma Psiquiátrica e suas implicações à saúde do trabalhador, a partir das discussões traçadas. A metodologia consistiu em análise de conteúdo realizada por meio de entrevistas semi-estruturadas. Observou-se que o trabalho em saúde mental, no serviço substitutivo é permeado por forte precarização das formas de trabalho, configurada pela contratação temporária dos profissionais, com ausência de carga horária que atenda as necessidades da demanda, difusas relações de trabalho entre a equipe e implicações na saúde dos profissionais que estão imersos a essa realidade.

Abstract:
Mental health care and care in the Brazilian context has undergone profound transformations, ranging from the political to the operational. We sought the perspective of new work spaces aimed at community service, training of multidisciplinary teams, with adequate environments for attendance and the effectiveness of the professionals’ work. Concrete conditions of healthy work were seen in these spaces of action that constitute today the Network of Psychosocial Attention. It is known that historically care with the health worker was not a fundamental concern, this can still be sometimes identified in the daily context of the city of Fortaleza. This work had as reference a research carried out in the year 2015 with professionals of higher level who worked in the Psychosocial Attention Center - CAPS General III, located in Fortaleza - CE. The present research aims to understand how the work relations in mental health are configured with the changes coming from the Psychiatric Reform and its implications to the health of the worker, based on the discussions. The methodology consisted in content analysis performed through semistructured interviews. It was observed that work in mental health, in the substitutive service is permeated by a strong precariousness of the forms of work, configured by the temporary contracting of professionals, with absence of workload that meets the needs of the demand, diffuse working relationships between the team and implications of the professionals who are immersed in this reality.
