AS OLIGARQUIAS E O SISTEMA PRESIDENCIALISTA DE PODER CENTRAL: CAUSAS DA INSTABILIDADE DO REGIME POLÍTICO BRASILEIRO PÓS-REPÚBLICA
O artigo busca desenvolver um paralelo entre a instabilidade política brasileira e o sistema de governo presidencialista brasileiro. Em pouco mais de um século o país já teve seis diferentes diplomas constitucionais, com primazia em um sistema de governança fortemente centralizado na figura do Presidente da República. Por conta do protagonismo deste agente político, pequenos grupos políticos e econômicos têm alternado a disputa pelo poder para obter o controle total da nação, em detrimento do bem comum. O texto propõe a descentralização deste poder político como chave para solucionar o problema da instabilidade vivenciada no Brasil nos últimos anos, com referência nos antigos regimes políticos das antigas cidade-estado gregas de Atenas e Esparta.

Abstract:
This article aims at developing a parallel between Brazilian political instability and the Brazilian presidential system of government. In just over a century the country has had six different constitutional diplomas, with primacy in a governance system strongly centralized in the figure of the President of the Republic. On account of the protagonism of this political agent, small political and economic groups have been alternating the struggle for power to secure total control of the nation, to the detriment of the common good. The text proposes the decentralization of this political power as the key to solve the problem of instability experienced in Brazil in the past few years, with reference to the old political regimes of the ancient Greek city-states of Athens and Sparta.
