AS OCUPAÇÕES NO CENTRO DE VITÓRIA, ES: MORADIA OU RUÍNA?
As ocupações abordadas
sobrepõem a crise habitacional aos problemas
do declínio físico e econômico da área central
de Vitória (ES). As famílias deparam-se com
a ilegalidade e a insalubridade dos edifícios
por um lado, e, por outro, com a indiferença
do governo municipal, que se recusa incluí-las
nas políticas públicas ou a rever os programas
habitacionais vigentes. Diante do impasse,
os movimentos sociais tentam constituir uma
“fronteira política” num contexto de austeridade
e de contrarreforma. Em vista dessa situação,
propomo-nos a discutir os termos dos processos
implicados na disputa por espaço na cidade e
os mecanismos da luta política pela habitação.
Finalmente, identificam-se para o centro de
Vitória duas alternativas: o projeto de conversão
da área central em moradia pelas ocupações ou
a ruina que resultará da abstenção de projeto
do Estado-mercado e dos proprietários.

Abstract:
The squatters covered overlap the
housing crisis to the problems of physical and
economic decline of the central area of Vitória
(ES). Families are faced with the illegality and
unhealthiness of buildings on the one hand, and
on the other, the indifference of the municipal
government that refuses to include them in
public policies or to review existing housing
programs. Faced with the impasse, social
movements try to constitute a "political frontier"
in a context of austerity and counterreformation.
In view of this situation, we aim discuss the
terms of the processes involved in the space
dispute in the city and the mechanisms of the
political struggle for social housing. Finally, we
identify for downtown area, two alternatives:
housing, the downtown area production project
by the squatters or ruin, the abstention of the
state-market project and the owners.
