Abstract: This study aims to analyze the progress of Goals 10 and 11 of the 2014–2024 National Education Plan (PNE), which are related to the provision of professional education. To this end, a documentary analysis of the results from the 5th monitoring cycle of the PNE is conducted, along with documents that diagnose and contextualize the parameters associated with these goals. In addition to the analysis, the study includes a literature review that historicizes and critically reflects on the contexts of dispute surrounding the conception and implementation of the goals, also highlighting the importance of the monitoring process for the evaluation and decision-making involved in public policy. The study concludes that much like the overall PNE, Goals 10 and 11 have seen little progress, considering the baseline conditions at the start of the Plan’s term. It also concludes that the political context during the period was a significant barrier to not only fully meeting the PNE goals but also achieving significant quantitative advances in the associated policies.
