AS INFRAESTRUTURAS DE SANEAMENTO BÁSICO NOS ASSENTAMENTOS DO INCRA NO MUNICÍPIO DE PETROLINA (PE): UMA ANÁLISE DO CASO DO PROJETO DE ASSENTAMENTO (PA) JOSIAS E SAMUEL.
A questão do saneamento básico e ambiental passou a fazer parte da maioria dos debates cujas temáticas centrais são: meio ambiente; sustentabilidade e garantias e direitos fundamentais das sociedades modernas. O conhecimento acumulado sobre a temática ambiental não permite classificar como sendo ambiente saudável e ecologicamente sustentável uma comunidade que não disponha de uma infraestrutura de saneamento em condição de propiciar um estado social, ambiental, sanitário e econômico capaz de garantir o bem-estar e a cidadania deste grupo social. As teorias dominantes entre os doutrinadores sanitaristas asseguram que o acesso de uma população à água potável, estruturas de coleta e tratamento de efluentes domiciliares, bem como a coleta e adequada disposição final dos resíduos sólidos produzido é capaz de elevar o nível de satisfação e renda bruta desta sociedade, ao mesmo tempo, em que diminue os gastos com saúde pública. Ocorre que estas condições sanitárias ainda não foram universalizadas, principalmente nas comunidades campesinas, em sua maioria desprovida de saneamento rural. Partindo deste contexto o presente trabalho foi desenvolvido, mediante pesquisa exploratória com estudos de campo, doutrinas, legislação, bem como, realização de ensaios em amostra de água coletada na comunidade, buscando diagnosticar e descrever as condições das infraestruturas de saneamento existente no PA Josias e Samuel, implantado pelo INCRA em Petrolina (PE), identificando as causas e consequência, para os agricultores assentados, de uma possível ausência destas infraestruturas, para finalmente, propor possíveis intervenções que possam disponibilizar a este grupo uma condição saneável adequada aos parâmetros especificados na legislação vigente.

Abstract:
The issue of basic and environmental sanitation became part of most debates whose central themes are: environment; sustainability and fundamental guarantees and rights of modern societies. The accumulated knowledge on environmental issues does not allow classifying as a healthy and ecologically sustainable environment a community that does not have a sanitation infrastructure capable of providing a social, environmental, sanitary and economic state capable of guaranteeing well-being and citizenship of this social group. The dominant theories among sanitary doctrines ensure that a population's access to drinking water, collection and treatment structures for household effluents, as well as the collection and proper final disposal of solid waste produced is capable of raising the level of satisfaction and gross income this society, at the same time, in which spending on public health decreases. It so happens that these sanitary conditions have not yet been universalized, especially in peasant communities, most of which lack rural sanitation. From this context, the present work was developed, through exploratory research with field studies, doctrines, legislation, as well as testing a water sample collected in the community, seeking to diagnose and describe the conditions of the existing sanitation infrastructure in PA Josias and Samuel, implemented by INCRA in Petrolina (PE), identifying the causes and consequences, for settled farmers, of a possible absence of these infrastructures, to finally propose possible interventions that can provide this group with a remedial condition adequate to the parameters specified in the legislation current.
