AS ESTRATÉGIAS DE EMPRESARIAMENTO URBANO DO GOVERNO DO ESTADO DA BAHIA: UMA ANÁLISE DA PPP DO SISTEMA METROVIÁRIO DE SALVADOR E LAURO DE FREITAS
Este trabalho investiga uma das maiores intervenções urbanas do governo do estado da Bahia na Região Metropolitana de Salvador – a expansão do Sistema Metroviário de Salvador e Lauro de Freitas, analisando a Parceria Público-Privada responsável pela implementação deste projeto, seus pressupostos jurídicos, as características, as empresas envolvidas, as fontes de financiamento e os discursos políticos relacionados. Pesquisas antecedentes sobre o tema da gestão urbana apontam para uma reorientação, em escala mundial, da ação pública dos governos urbanos, voltando-se para um modelo neoliberal e empresarial de gestão. Perante a égide das críticas sobre a falta de eficiência e produtividade do Estado, essas novas formas de governo prometem, com “boas práticas” de governança, ser mais flexíveis, orientadas para o “consumidor” (cidadãos), fundamentadas no mercado e racionalizadas como uma empresa (modificando sua função e normas jurídicas). Portanto, o objetivo deste artigo é analisar a forma de gestão colocada em prática pelo Governo do Estado da Bahia em Salvador, compreendendo e analisando os aspectos desse modelo, assim como sua relação com os instrumentos utilizados e os interesses sociais vinculados. Para sua execução, o trabalho apresenta um caráter tanto teórico quanto empírico, utilizando os seguintes procedimentos metodológicos: pesquisa na bibliografia especializada e na doutrina, bem como a análise documental da legislação, dos arquivos da supracitada PPP (edital, contrato, termos, etc.) e de notícias em jornais e em sites do governo.

Abstract:
This work investigates one of the biggest urban interventions of the government of the state of Bahia in the Metropolitan Region of Salvador - the expansion of the Salvador and Lauro de Freitas Metro System, analysing the Public Private Partnership responsible for the implementation of this project, its legal assumptions, its characteristics, the companies involved, the sources of financing and related political speeches. Previous researches about the theme of urban management points to a worldwide reorientation of public action by urban governments, turning to a neoliberal and entrepreneurial model of management. In the face of criticisms about the lack of efficiency and productivity of the State, these new forms of government promise, with “good practices” of governance, to be more flexible, oriented to the “consumer” (citizens), based on the market and rationalized as a company (modifying its function and legal rules). Therefore, the purpose of this article is to analyse the form of management used by the Government of the State of Bahia in Salvador, understanding and analysing the aspects of this model, as well as its relationship with the instruments used and the related social interests. For its execution, the work has both a theoretical and empirical aspects, using the following methodological procedures: research in the specialized bibliography and in the legal literature, as well as the documentary analysis of the legislation, of the files of the above-mentioned PPP (notice, contract, terms, etc.) and articles in newspapers and government websites.
