AS CONTRIBUIÇÕES DA CONSTRUÇÃO CIVIL PARA UM DESENVOLVIMENTO SUSTENTÁVEL: Técnicas, materiais e propostas de habitação social sustentável no Brasil
O papel da construção civil na evolução das cidades tem tido crescente relevância, contribuindo positivamente para um desenvolvimento mais sustentável, uma vez que haja consciência e interesse da parte do construtor e do usuário. São consideradas sustentáveis as ações e atividades que visam suprir as necessidades do ser humano sem comprometer o meio ambiente e o futuro das próximas gerações, e estão relacionadas com a maneira como o homem projeta e executa sua moradia. Neste trabalho é considerado que havendo um maior incentivo por parte do governo, ou ainda uma legislação que determine a obrigatoriedade de padrões sustentáveis na construção, pode-se obter sucesso na execução de habitações de baixo custo sustentáveis. A precariedade da moradia contempla uma parcela significativa da população brasileira, com um déficit habitacional que vem se acentuando nas últimas décadas. Melhorias na qualidade do sistema construtivo, eficiência energética e funcionalidade das casas são processos simples e de baixo custo, os quais os programas do governo estão aptos a aderir, e que podem trazer rápidos e excelentes resultados. São aqui analisadas, listadas e qualificadas as técnicas sustentáveis atualmente propostas e utilizadas na construção de habitações de interesse social no território brasileiro. Procura-se também entender quais seriam as necessidades do país ou quais os rumos que devem ser tomados para viabilizar a implementação de projetos mais sustentáveis. A revisão bibliográfica sobre o processo de desenvolvimento da habitação social no Brasil dá base a esta pesquisa, seguida de breve apresentação das técnicas de sustentabilidade mais utilizada em projetos e em obras já executadas. Conclui-se que atualmente as intenções das partes responsáveis pelos projetos, bem como das frentes estudantis nas áreas de arquitetura e engenharia - por meio de concursos acadêmicos de projeto -, são ainda mais significativas do que o investimento das frentes governamentais em soluções sustentáveis nos conjuntos habitacionais.

Abstract:
The role of construction in cities evolution has been increasing, contributing positively to a more sustainable development, once there is awareness and interest on the part of the builder as well as the user. Actions and activities that aim to meet human needs without compromising the environment and the future of the next generations are considered sustainable and are related to the way we design and execute owr houses. In this paper it is considered that if there is a greater incentive from the government, or even legislation that mandates the obligation of sustainable standards in the construction, it can be successful in the execution of sustainable low cost housing. The poorness includes a significant portion of the Brazilian population, with a housing deficit that has been increasing in recent decades. Improvements in building system quality, energy efficiency and home functionality are simple and cost-effective processes that government programs are able to apply and can bring quick and excellent results. Here were analyzed, listed and qualified the sustainable techniques currently proposed and used in the construction of social housing in the Brazilian territory. It also seeks to understand what the country's needs would be or what directions should be taken to enable the implementation of more sustainable projects. This research is based in literature review on the process of social housing development in Brazil, followed by a brief presentation of the most used sustainability techniques in projects and works already built. It is concluded that the intentions of the project leaders, as well as the student fronts in the areas of architecture and engineering - through academic design contests - are even more significant than the investment from government in sustainable solutions in the social housing.
