AS CONTRADIÇÕES NO DISCURSO DE INCLUSÃO E EXCLUSÃO VIGENTES NA SOCIEDADE BRASILEIRA
Este trabalho busca apresentar
os discursos sobre a inclusão, no contexto
de implementação das políticas educacionais
brasileiras tomando como base documentos
oficiais como a Constituição Federal, as
Leis de Diretrizes de Bases da Educação e
a política para a Educação Especial. Para
tanto, apresenta um breve histórico sobre o
surgimento do movimento mundial pela inclusão
e sua evolução nos documentos norteadores da
atual Política Nacional em Educação Especial.
Posteriormente apresenta os discursos
produzidos sobre a inclusão e o desafio em
operacionalizar uma educação inclusiva e de
qualidade para os alunos com necessidades
educacionais especiais. O estudo aponta que
até o momento, os discursos produzidos sobre
a inclusão não eliminaram o caráter excludente
das práticas sociais baseadas na discriminação
e no preconceito, o que reforça os processos de
exclusão historicamente existentes em nossa
sociedade. Neste sentido, faz-se necessário
que a escola supere os desafios históricos,
sociais e culturais presentes no seu cotidiano
e na escolarização desses alunos, que por
sua vez só podem ser compreendidos como
inerente às práticas sociais, no contexto do
trabalho desenvolvido para e com os alunos
com necessidades educacionais especiais.

Abstract:
This paper seeks to present the
discourses on inclusion in the context of the
implementation of Brazilian educational policies
based on official documents such as the
Federal Constitution, the Education Guidelines
Guidelines and the Special Education Policy.
To do so, it presents a brief history about
the emergence of the worldwide movement
for inclusion and its evolution in the guiding
documents of the current National Policy
on Special Education. Later, it presents the
speeches produced on the inclusion and the
challenge in operating an inclusive and quality
education for students with special educational
needs. The study points out that to date, the
discourses produced on inclusion have not
eliminated the exclusionary character of social
practices based on discrimination and prejudice, which reinforces the processes of
exclusion historically existing in our society. In this sense, it is necessary for the school
to overcome the historical, social and cultural challenges present in its daily life and in
the schooling of these students, which in turn can only be understood as inherent to
social practices, in the context of the work developed for and with Students with special
educational needs.
