AS AÇÕES AFIRMATIVAS NA EDUCAÇÃO SUPERIOR BRASILEIRA
No artigo, reconstituímos o itinerário
das ações afirmativas surgidas no Brasil nos
anos de 2000, após a Conferência de Durban
na África do Sul, tem garantido ao longo de
mais uma década o acesso e a permanência
da população negra e pobre no ensino superior,
através da política de cotas. A partir do ano
de 2012 com a promulgação da Lei 12.711
as cotas tornaram-se obrigatórias em todas
universidades e institutos federais. Dessa
maneira, temos assistido antes e depois da Lei
uma mudança estrutural nas universidades, não
apenas na forma de ingresso, mas na dinâmica
das instituições, ao lidar com um público
que historicamente tem sofrido diferentes
marginalizações, seja no que se refere a sua
cor ou sua posição social. Por fim, tecemos
considerações finais, destacando avanços
observados, pontuando preocupações e
desafios que a nova conjuntura apresenta.

Abstract:
In the article, we reconstruct the
itinerary of the affirmative actions that arose in
Brazil in the years of 2000, after the Conference
of Durban in South Africa, has guaranteed for
another decade the access and the permanence
of the black and poor population in higher
education, through of quota policy. Beginning in
2012 with the enactment of Law 12,711 quotas
have become mandatory in all universities and
federal institutes. In this way, we have seen
before and after the Law a structural change in
universities, not only in the form of admission, but
in the dynamics of institutions, in dealing with an
audience that has historically suffered different
marginalizations, whether in terms of color or
position. Finally, we make final considerations,
highlighting observed advances, highlighting the
concerns and challenges that the new situation
presents.
