ARTICULAÇÃO DE POLÍTICAS PÚBLICAS PARA AGRICULTURA FAMILIAR PELO COLEGIADO DO TERRITÓRIO SUDOESTE BAIANO
A agricultura familiar é responsável pela produção de grande parte dos alimentos básicos consumidos pelos brasileiros. No entanto, é recente o reconhecimento e a mobilização para promover o desenvolvimento deste segmento, o que vem ocorrendo por meio da implantação de políticas públicas. Neste contexto, o objetivo desse estudo foi analisar a participação de agricultores familiares nas discussões e articulações das políticas públicas no Colegiado Territorial de Identidade Sudoeste Baiano. A pesquisa é de abordagem qualitativa e de cunho descritivo. As informações foram coletadas por observações de atividades e reuniões, de caráter não participante. Foi constatado que as principais entidades envolvidas nas reuniões são os representantes do poder público, municipais e estaduais, cooperativas, associações, sindicatos e movimentos sociais. O Colegiado conta com debates em câmaras temáticas, dentre elas a de Inclusão Produtiva, que possui a maior representação de agricultores familiares. É notória a preocupação do colegiado com as repercussões práticas das políticas planejadas para o segmento da agricultura familiar.Nas articulações de políticas públicas observadas na construção do PPA 2020-2023 e no monitoramento e avaliação do Plano Territorial de Desenvolvimento Rural Solidário e Sustentável, a participação dos agricultores familiares ocorre por meio dos conselhos municipais, que colocam em pauta as demandas dos agricultores de seus municípios. Conclui-se que a discussão no Colegiado Territorial sobre as políticas públicas para os agricultores familiares é um acertado mecanismo para o conhecimento e intervenção na implementação dessas políticas.

Abstract:
Family farming is responsible for the production of much of the basic food consumed by Brazilians. However, it is recent the recognition and mobilization to promote the development of this segment, what has been happening through the implementation of public policies. In this context, the objective of this study was to analyze the participation of family farmers in the discussions and articulations of public policies in the Bahia Territorial College of Identity. The information was collected by observations of activities and meetings, of a non-participating nature. It was found that the main entities involved in the meetings are representatives of the public, municipal and state authorities, cooperatives, associations, unions and social movements. The college has debates in thematic chambers, among them the productive Inclusion, which has the largest representation of family farmers. The school’s concern about the practical repercussions of planned policies for the family farming segment is well known. In the articulations of public policies observed in the construction of PPA 2020-2023 and in the monitoring and evaluation of the Territorial Plan for Solidarity and Sustainable Rural Development, the participation of family farmers occurs through the municipal councils, which address the demands of farmers in their municipalities. It is concluded that the discussion in the territorial collegiate on public policies for family farmers is a correct mechanism for the knowledge and intervention in the implementation of these policies
