Área de Proteção Especial do ribeirão Santa Isabel e do córrego Espalha: caracterização e ações para conservação da biodiversidade
As unidades de conservação
são uma das principais ferramentas para
conservação da biodiversidade e dos recursos
naturais de uma área. No Brasil, a criação, a
implantação e a gestão destas unidades são
regidas pelo Sistema Nacional de Unidades
de Conservação, instituído pela Lei Federal nº
9.985/2000. Porém, muitas unidades, criadas
anteriormente a este sistema, ainda não foram
recategorizadas e sofrem com problemas
para implantação e gestão. Neste contexto, o
presente trabalho teve como objetivo a análise
do atual estado de conservação, manejo e
regularização da Área de Proteção Especial
do ribeirão Santa Isabel e do córrego Espalha,
localizada no município de Paracatu/MG, à
luz da Lei Federal nº 9.985/2000. Por meio
desta análise, foi verificado que, embora a
respectiva unidade possua grande importância
para conservação da biodiversidade, da
qualidade ambiental e do bem-estar da
população humana, a sua implantação não
ocorreu efetivamente, de modo que ela pode
ser considerada como uma “unidade de papel”.
Assim, é essencial o enquadramento da unidade
em uma das categorias previstas na Lei Federal
nº 9.985/2000, com a posterior adequação da
unidade pelo Poder Público, consoante às
diretrizes da categoria na qual for enquadrada,
a fim de garantir que as suas funções sejam
integral e satisfatoriamente cumpridas.

Abstract:
Conservation units are one of
the main tools for conserving biodiversity and
the natural resources of an area. In Brazil, the
creation, implementation and management
of these units are governed by the National
System of Conservation Units, established by
Federal Law 9985/2000. However, many units,
created before this system, have not yet been
recategorized and suffer from problems for
deployment and management. In this context,
the present work had the objective of analyzing
the current state of conservation, management
and regularization of the Special Protection Area of the ribeirão Santa Isabel River
and the córrego Espalha, located in the city of Paracatu / MG, in light of Federal Law
9985/2000. Through this analysis, it was verified that, although the respective unit has
great importance for the conservation of the biodiversity, the environmental quality and
the well-being of the human population, its implantation did not take place effectively,
so that it can be considered as a “paper unit”. Thus, it is essential that the unit be
framed in one of the categories provided for the Federal Law 9985/2000, with the
subsequent adjustment of the unit by the Public Power, according to the guidelines of
the category in which it is framed, in order to ensure that its functions are entire and
satisfactorily achieved.
