APROXIMAÇÕES ENTRE PSICOLOGIA COMUNITÁRIA E CONTROLE SOCIAL: UM RELATO DE EXPERIÊNCIA EM CONSELHO MUNICIPAL DE SAÚDE
Controle e Participação Social são princípios fundamentais do Sistema Único de Saúde, a partir dos quais, os usuários do sistema têm a possibilidade de fiscalizar, auxiliar e dar a direção das ações em saúde tanto em nível municipal, estadual como federal, a partir da participação das reuniões dos Conselhos de Saúde. Tais espaços, contudo, acabam se tornando ambíguos por serem manipulados por lógicas que entendem a saúde como mercadoria e não como direito, legitimando e fazendo, assim, a manutenção das condições que possibilitam a produção de desigualdades sociais, bem como sua não superação. Desse modo, intentamos pensar aproximações possíveis entre os campos da Saúde Coletiva, Controle Social e Psicologia Comunitária e Crítica, de modo a entender de que maneira as formulações criadas neste último campo podem ser úteis no fortalecimento do Controle e Participação Social. Para tanto, relatamos e discutimos aqui uma experiência de participação em reuniões de Conselho Municipal de Saúde. Utilizamos o método da observação participante de modo a entender a dinâmica e as atividades do grupo que compõe o Conselho, bem como as lógicas que circulam por ele. A partir desta experiência percebemos que os Conselhos, apesar de lugares ambíguos de disputa de interesses, não deixam de ser ferramentas potentes, que não devem ser descartadas, mas sim potencializadas e fortalecidas. Apontamos ainda para a importância de desenvolver ações voltadas para uma reorientação na forma como os usuários se percebam, tanto os que estão dentro como fora dos Conselhos, passando de usuários consumidores para co-gestores do cuidado.

Abstract:
Control and Social Participation are fundamental principles of the Health Unic System, from which, users of the system have the possibility of supervising, assisting and giving direction to health actions at the municipal, state and federal level, from participation of the meetings of the Health Councils. However, these spaces become ambiguous because they are manipulated by logics that understand health as a commodity and not as a right, legitimizing and thus maintaining the conditions that allow the production of social inequalities, as well as its non-overcoming. In this way, we try to think possible approximations between the fields of Collective Health, Social Control and Community and Critical Psychology, in order to understand how the formulations created in the latter field can be important at improving Social Control and Participation. To do so, we report and discuss here an experience of participating in meetings of the Municipal Health Council. We use the method of participant observation in order to understand the dynamics and activities of the group that compose the Council, as well as the logics that circulate through it. From this experience we realize that the Councils, despite ambiguous places of interest dispute, are still powerful tools that should not be discarded but rather improved and strengthened. We also point out the importance of developing actions aimed at reorienting the way users perceive themselves, both inside and outside the Councils, from consumer users to co-managers of care.
