Aplicación Normativa En El Desarrollo De Procedimiento De Trabajo Seguro Para Tareas De Limpieza De Ladera De Cerro En Obra Hidráulica
El objetivo principal es el de proponer pautas de trabajo seguro para la realización de la limpieza de escombros y piedras de tamaños diversos, en riesgo de desprendimiento, de las laderas de cerro de ambas márgenes del río Albigasta, en la localidad de El Bolsón, Provincia de Catamarca, desde alturas aproximadas a los 40 metros y a través del uso de un sistema anticaídas.
Se procede en primera medida a realizar un análisis de las instalaciones existentes y a verificar las mismas a través de cálculos básicos de ingeniería, luego se procede a investigar aspectos relacionados con la normativa legal y técnica existente que rigen este tipo de tareas, dando como resultado elementos como la Normas IRAM 3622‐1: Protección individual contra caídas en altura. Parte 1: Sistema anticaídas, Normas IRAM 3626: Protección individual contra caídas en altura: Dispositivos de anclaje. Requisitos y métodos de ensayo, Normas IRAM 3605‐1: Dispositivos de seguridad individual para protección de personas en caída de altura. Requisitos, Decreto Nº 911/96, Seguridad en la Construcción, etc.
A través del análisis de la normativa legal y técnica mencionada se logró formar una base de conocimiento suficiente para desarrollar y proponer el Procedimiento De Trabajo Seguro De Limpieza De Ladera De Cerro que se organizaría con las siguientes etapas:
‐ Cálculo y verificación de Instalaciones de Trabajo: Definición de método de trabajo normalizado. Distribución y Punto de anclaje de línea de vida.
‐ Especificación y Selección de Equipos de Trabajo y E.P.P.s.: Especificaciones técnicas. Ensayo y Control de los componentes del sistema anticaídas.
‐ Capacitación y Preparación de Recursos Humanos: Procedimiento de trabajo seguro. Capacitación del Personal. Permisos de trabajo en altura.

Abstract:
The main objective is to propose safe work guidelines for the cleaning of rubble and stones of various sizes, at risk of detachment, from the hillsides of both banks of the Albigasta River, in the town of El Bolsón, Province from Catamarca, from heights of approximately 40 meters and through the use of a fall arrest system.
The first step is to carry out an analysis of the existing facilities and verify them through basic engineering calculations, then proceed to investigate aspects related to the existing legal and technical regulations that govern this type of task, resulting in elements such as IRAM 3622-1 Standards: Individual protection against falls from a height. Part 1: Fall arrest system, IRAM 3626 Standards: Individual protection against falls from height: Anchor devices. Requirements and test methods, IRAM 3605-1 Standards: Individual safety devices for the protection of people falling from a height. Requirements, Decree No. 911/96, Construction Safety, etc.
Through the analysis of the aforementioned legal and technical regulations, it was possible to form a sufficient knowledge base to develop and propose the Hillside Cleaning Safe Work Procedure that would be organized with the following stages:
- Calculation and verification of Work Facilities: Definition of standardized work method. Distribution and anchor point of lifeline.
- Specification and Selection of Work Teams and P.P.s .: Technical specifications. Testing and Control of the components of the fall arrest system.
- Training and Preparation of Human Resources: Safe work procedure. Staff training. Work permits at height.
