APLICAÇÃO DO PROCESSO DE RACIOCÍNIO DA TEORIA DAS RESTRIÇÕES NA ÁREA DA PESQUISA CIENTÍFICA NA UNIVERSIDADE FEDERAL DO RIO DE JANEIRO: UM ESTUDO DE CASO.
A atuação das Fundações de Apoio,
sob o regime de direito privado, no auxílio às
Instituições Federais de Ensino Superior (IFES)
brasileiras tem apresentado desafios importantes
para o estudo científico no Brasil. As Fundações
de Apoio são instituições legalmente habilitadas e
credenciadas para dar apoio ao desenvolvimento
de projetos de pesquisa, ensino e extensão e
de desenvolvimento institucional, científico e
tecnológico, prestando serviços de gerenciamento
administrativo e financeiro para execução
desses projetos. Este estudo tem como objetivo
central analisar a parceria estabelecidas entre a
Universidade Federal do Rio de Janeiro (UFRJ) e
as fundações de apoio credenciadas: Fundação
Universitária José Bonifácio (FUJB) e a Fundação
Coordenação de Projetos, Pesquisas e Estudos
Tecnológicos (COPPETEC) no gerenciamento
dos recursos destinados a pesquisa e o ensino.
Como ferramenta de gestão a pesquisa foi
realizada utilizando-se o Processo de Raciocínio
da Teoria das Restrições (TOC) por se tratar de
uma metodologia que se preocupa em aprimorar
a eficiência no desempenho de um sistema. Os
resultados evidenciaram, por meio da aplicação
das estruturas lógicas do Processo de Raciocínio,
Árvore da Realidade Atual (ARA), Diagrama de
Dispersão de Nuvens (DDN), Árvore da Realidade
Futura (ARF), Árvore de Pré-Requisitos (APR) e
Árvore de Transição (AT), que o Problema Raiz (PR)
é a cobranças dos órgãos de controle que geram
burocracia na Pesquisa e Desenvolvimento (P&D)
e que há viabilidade de diagnosticar os principais
problemas do processo de gestão, propor
soluções e sugerir planos de ação adequados
para solucioná-los.

Abstract:
The role of Support Foundations,
under private law, in helping the Brazilian Federal
Institutions of Higher Education (IFES) has
presented significant challenges for scientific
study in Brazil. Support Foundations are legally
authorized and accredited institutions to
provide support to the development of research
projects, extension and institutional teaching
and, scientific and technological development,
with administrative and financial management
services for the execution of these projects. The
central objective of this study is analyzing the
partnership established between the Federal
University of Rio de Janeiro (UFRJ) and accredited
support foundations: Fundação Universitária
José Bonifácio (FUJB - José Bonifácio University
Foundation) and Fundação Coordenação de
Projetos, Pesquisas e Estudos Tecnológicos
(COPPETEC - the Coordination Foundation in Projects, Research, and Technology Studies) in the management of resources devoted to
research and teaching. As a management tool the survey was conducted using the Theory
of Constraints (TOC) Thinking Process because it is a methodology that is concerned with
improving efficiency in the performance of a system. Through the application of logical
structures of the Thinking Process that include the Current Reality Tree (CRT), Evaporating
Cloud Diagram (CRD), Future Reality Tree (FRT), Prerequisite Tree (PRT) and Transition Tree
(TT), the results showed that the Problem Root (PR) is the burden of oversight bodies that
generate bureaucracy in research and development (R & D) and that there exists viability to
diagnose the main problems of the management process, propose solutions, and suggest
plans of appropriate action to address them.
