ANÁLISIS DEL DISCURSO PÚBLICO: LENGUAJE, INTERPRETACIÓN Y LAGUNAS EN EL ÁMBITO DE LAS ATRIBUCIONES LEGALES DE LOS CONSEJOS MUNICIPALES DE MEDIO AMBIENTE EN BRASIL
Este trabajo busca discutir cómo las unidades lingüísticas se organizan para obtener diferentes efectos en la esfera del discurso jurídico. En concreto, se discutirá cómo el legislador municipal logra obtener efectos de sentido al presentar las atribuciones y competencias de uno de los principales órganos del Sistema Municipal de Medio Ambiente Brasileño, el Consejo Municipal de Medio Ambiente (CODEMA). Para la realización de la investigación se analizaron las leyes del CODEMA de nueve municipios norteños que tienen su aglomerado urbano en contacto directo con las márgenes del río São Francisco. La investigación tiene carácter descriptivo y enfoque cualitativo. Para su desarrollo, se utilizó la técnica de investigación teórico-bibliográfica y documental.

Abstract:
This work seeks to discuss how linguistic units are organized to obtain different effects in the sphere of legal discourse. Specifically, it will be discussed how the municipal legislator manages to obtain meaningful effects by presenting the powers and competencies of one of the main bodies of the Brazilian Municipal Environment System, the Municipal Environment Council (CODEMA). To carry out the research, the CODEMA laws of nine northern municipalities that have their urban agglomeration in direct contact with the banks of the São Francisco River were analyzed. The research has a descriptive character and a qualitative approach. For its development, the technique of theoretical-bibliographic and documentary research was used.
