ANÁLISE E CARACTERIZAÇÃO DA IMPLEMENTAÇÃO DO PROGRAMA DE ALIMENTAÇÃO ESCOLAR - PNAE NO MUNICÍPIO DE BOTUCATU- SP ENTRE OS ANOS DE 2010 A 2017
O Programa Nacional de Alimentação Escolar (PNAE) instituiu-se com a Lei nº 11.947/2009, este é um programa relevante para a segurança alimentar e nutricional e, para a valorização e incentivo da agricultura familiar. Essa política pública tornou-se um importante canal de comercialização de produtos originários da agricultura familiar, promovendo a melhoria da alimentação escolar para crianças e adolescentes da rede pública de ensino. Com base nessas considerações o objetivo desta pesquisa é analisar os principais aspectos e impactos da implantação Programa Nacional de Alimentação Escolar (PNAE) no município de Botucatu durante o período de 2010 a 2017. Para alcançar os objetivos propostos foi realizado a coleta de dados através de um levantamento inicial dos estabelecimentos agropecuários do município e, posteriormente, foram realizadas entrevistas com os gestores municipais e com grupos de agricultores familiares que participaram do PNAE. A partir da implantação da Lei nº 11.947/2009 no município de Botucatu, verificou-se que houve uma ampliação expressiva dos valores contratados do PNAE e dos agricultores familiares envolvidos nas chamadas públicas entre o ano de implementação da lei (2011) e o ano de 2017. A institucionalização do PNAE no município corroborou com o fortalecimento econômico e social do agricultor familiar, sendo um importante meio de geração de renda para as famílias envolvidas.

Abstract:
The Programa Nacional de Alimentação Escolar (PNAE) was established with Law nº 11,947/2009, this is a relevant program for food and nutritional security and, for the valorization and encouragement of family farming. This public policy has become an important channel for the commercialization of products originating in family farming, promoting the improvement of school feeding for children and adolescents in the public school system. Based on these considerations, the objective of this research is to analyze the main aspects and impacts of the PNAE’s implementation in the municipality of Botucatu during the period from 2010 to 2017. To achieve the proposed objectives, data were collected through an initial survey of agricultural establishments in the municipality and, later, interviews were conducted with municipal managers and groups of family farmers, who participated in the PNAE. From the implementation of Law nº 11,947/2009 in the municipality of Botucatu, it was verified that there was a significant increase in the contracted values of the PNAE and the family farmers involved in public calls between the year of implementation of the law (2011) and the year 2017. The institutionalization of the PNAE in the municipality corroborated the economic and social strengthening of the family farmer, being an important means of generating income for the families involved.
