Abstract: Background: The Covid-19 pandemic comes to reinforce the recognition of the importance of Human Resources (HR) for health systems. Health Professionals (HP) around the world are on the front line in the fight against this pandemic, standing out as a central component of the response. Objective: It is intended to analyze, at the time of the pandemic, the size and growth of human resources for health (HRH) in the Province of Cabinda, as well as the planning and management practices implemented. Materials and methods: Descriptive, quantitative-qualitative research, describing the evolution, size, distribution and practices of HRH planning and management, using the HRH Action Framework proposed by WHO (comprises six dimensions and four phases of HRH analysis). Descriptive statistics and content analysis were applied to analyze data collected in a population composed of all public and private health and HP training units and institutions, all of which were included in the quantitative sample, with data collected through documents; and semi-structured interviews with key informants (managers, decision makers, HRH trainers) in an intentional qualitative sample. Results: The main results show an increase in access to health services in the province, due to the needs imposed by Covid-19 and other existing diseases, and the HRH also show growth, but important deficits still persist. Conclusion: The retention of HR, especially in the most disadvantaged areas of the interior, is still a major challenge that the province must overcome with an adequate design of recruitment and retention strategies. With Covid-19, the need for these strategies becomes more evident, given the increased demand imposed by the pandemic.
