ANÁLISE DOS INDICADORES DE DESEMPENHO DOS MUNICÍPIOS ATINGIDOS PELO LAGO DO LAJEADO FORMADO PELA USINA HIDRELÉTRICA LUIZ EDUARDO MAGALHÃES
Este artigo tem como objetivo demonstrar o resultado da análise dos indicadores de desempenho dos municípios atingidos diretamente pela formação do Lago do Lajeado a partir da construção da Usina Hidrelétrica Luiz Eduardo Magalhães, e compará-los com outros municípios não atingidos diretamente. O objetivo é obter uma relação de causa e efeito entre a formação do lago e a implantação de um grande empreendimento e o desenvolvimento ou não desses municípios de entorno imediato. Essa análise foi feita a partir de comparativos de dados do IBGE (Censo 2000 e 2010), ilustrados em gráficos e tabelas representativas, quanto aos indicadores de desempenho, número de habitantes, situação de domiciliados, rendimento familiar, alfabetização, saneamento básico, tratamento de lixo e frota interna de antes e depois da formação do lago dos seis municípios que tiveram seu território invadido pelas águas (Pamas, Porto Naciona, Ipueiras, Lajeado, Miracema e Brejinho de Nazaré), e três municípios não atingidos (Gurupi, Araguína e Natividade). Foi possível observar mudanças significativas nas análises, todavia não é possível comprovar que as mudanças na região ocorreram exclusivamente pela formação do lago. Em Lajeado, onde foi construída a UHE, houve um considerável desenvolvimento, principalmente se comparados com as demais regiões analisadas. Neste sentido, é possível afirmar que empreendimentos interferem na organização socioespacial e econômica das cidades que o cercam, impactando, principalmente, grupos específicos da população, os que possuem maior vulnerabilidade social e econômica. Os municípios menores e/ou menos desenvolvidos apresentam maior dificuldade de se recuperar e acompanhar as mudanças trazidas à sociedade.

by the formation of Lake Lajeado from the construction of Luiz Eduardo Magalhães Hydroelectric Power Plant, and to compare them with other municipalities not directly affected. The objective is to obtain a cause and effect relationship between the formation of the lake and the implementation of a large enterprise and the development or not of these immediate surrounding municipalities. This analysis in this article was based on comparative IBGE data (Census 2000 and 2010), illustrated in graphs and representative tables, regarding performace indicators of development, number of inhabitants, situation of domiciled, family income, literacy, basic sanitation, waste treatment and internal fleet, before and after the formation of the lake in six municipalities that had their territory invaded by the waters (Pamas, Porto Naciona, Ipueiras, Lajeado, Miracema and Brejinho de Nazaré), and three unreached municipalities (Gurupi, Araguaína and Natividade) . It was possible to observe significant changes in the analyzis, however it is not possible to prove that the changes in the region occurred exclusively by the formation of the lake. In Lajeado, where the HPP was built, there was considerable development, especially when compared to the other regions analyzed. In this sense, it is possible to affirm that enterprises interfere in the socio-spatial and economic organization of the cities that surround it, impacting, mainly, specific groups of the population, those that have greater social and economic vulnerability. Smaller and/or less developed municipalities, has greater difficulty to recover and follow the changes brought to society.
