Abstract: Road transport accounts for 61.1% of freight transport in Brazil, with a network of 1,721,342 km. ANTT regulates the land transport of goods, including dangerous goods, according to the legislation. Sectors such as mining, oil, gas, the defense industry and public security use explosive products, classified as class 1 dangerous goods by the UN. A literature review identified the lack of specific research on the transport of explosives. This research focuses on the road transport of these products, aiming to identify, categorize and prioritize risk factors, in addition to establishing connections between the most relevant factors using a multicriteria decision analysis. The Delphi method is used to identify relevant criteria, while the FUZZY AHP (FAHP) offers a flexible and comprehensive approach to deal with the uncertainty of the six most important risk factors used in the model: Road Conditions, Driver Behavior, Vehicle Conditions, Lack of Security, Theft and Driver Profile. The research fills a gap in the literature on risk management in the transportation of explosives and contributes to industry, regulators and stakeholders in improving safety policies.
