ANÁLISE DA VIABILIDADE DO MODELO DE VOUCHER EDUCACIONAL NO BRASIL
O conhecimento é uma ferramenta fundamental na vida de qualquer ser humano, motivo pelo qual o direito à educação está assegurado na Constituição Federal. No entanto, o Estado vem se mostrando incapaz de cumprir o papel de provedor da educação pública, e vem acumulando índices insatisfatórios de escolaridade, qualidade de ensino, estrutura além de outros problemas. Este cenário é agravado pela frágil situação econômica do Brasil. Contudo, uma política de “vouchers”, pensada por Milton Friedman, que parte do fundamento de que o Estado deixa de lado o papel de educador e passa a ser apenas financiador da educação se apresenta como alternativa para melhorar a educação brasileira. O objetivo do presente trabalho é averiguar a aplicabilidade de uma política de ensino baseada em vouchers educacionais em solo brasileiro. Parte-se de uma análise da legislação atual acerca da educação e das experiências semelhantes até agora implantadas em outros países. Por fim, a ênfase em uma análise empírica e prática, nos levou a observar como realmente são e como são aplicadas ou podem ser aplicadas as políticas de vouchers. Logo, o estudo da legislação não se limitará ao seu aspecto dogmático, mas também como ela vem sendo aplicada na realidade e suas consequências, que estão relacionadas à atual conjuntura da educação.

Abstract:
Knowledge is a fundamental tool in the life of every human being, reason why the right to education is assured by the Federal Constitution. However, the State have been showing himself uncapable to accomplish the role as the provider of public education, and has been accumulating unsatisfactory indexes of scholarship, teaching quality, structure beyond other problems. This scenario is aggravated thanks to the fragile Brazil’s economic situation. Nevertheless, a voucher policy, thought by Milton Friedman, in which the State set aside the role as educator to be only financier of the education showed itself as an alternative to improve the Brazilian education. The objective of this present paper is to ascertain the applicability of a teaching policy based on educational vouchers in brazilian territory. An analysis about the current educational legislation will be done as well as about the similar experiences implanted in other countries. Eventually, the emphasis on an empiric and practical analysis, made us to observe how the reality is and how are or could be applied the vouchers policies. Therefore, the legislation study will not only be limited to your dogmatic aspect, but also how it has been applied on reality and it consequences, that are related to the current education conjecture.
