ANÁLISE DA RELAÇÃO ENTRE A EFICIÊNCIA E EFICÁCIA DO TRANSPORTE COLETIVO DE PASSAGEIROS POR ÔNIBUS NO MUNICÍPIO DO RIO DE JANEIRO
Este artigo analisa o desempenho do
sistema do transporte coletivo de passageiros
por ônibus no município do Rio de Janeiro
(TCPO-RJ) no que diz respeito à eficácia e
eficiência para o período 1998-2016. A análise
é realizada usando o modelo Data Envelopment
Analysis (DEA), considerando o conceito de
fronteira invertida para estimar as pontuações
de eficiência e eficácia e baseado no tempo,
cada ano é uma Decision Making Units (DMU).
Os inputs para cada pontuação são a Média
Anual da Frota Operante e o Pessoal Ocupado,
e os outputs são os Quilômetros Percorridos
e o Total de Passageiros Transportados,
respectivamente. Em seguida, o desempenho
do TCPO-RJ ao longo do período é analisado
e associado a eventos históricos, a fim de
identificar eventos ou fatores que possam
ter tido impacto na efetividade e eficiência. A
análise mostrou que certas políticas e eventos
causaram flutuações nas pontuações de
eficiência e eficácia.

Abstract:
This paper analyses the
performance of the collective bus transportation
(TCPO-RJ) system in the city of Rio de Janeiro
with regard to effectiveness and efficiency for
the period 1998-2016. The analysis is performed
using a Data Envelopment Analysis (DEA) model
considering the inverted boundary concept to
estimate efficiency and effectiveness scores
and based on time, each year is a Decision
Making Units (DMU). The inputs for each score
are the Annual Average of the Operant Fleet
and the Employed Personnel, and the outputs
are the Kilometers Traveled and the Total
Passengers Transported respectively. Then, the
performance of the TCPO-RJ along the period is
analyzed and associated with historical events in
order to identify events or factors that may have
had an impact in effectiveness and efficiency.
The analysis showed that certain policies and
events caused fluctuations in efficiency and
efficacy scores.
