Abstract: A Neighborhood Impact Study (NIS), regulated by the City Statute, is recognized as an urban planning tool supporting planning and democratization of urban environmental management. In the Municipality of São Carlos (SP), there are four legal documents addressing NIS: Law No. 13,056/2002, Municipal Master Plans of 2005 and 2016, and the recently approved Law No. 21,808/2023. This study assessed the regulation process of NIS in São Carlos (SP), using qualitative research methods based on the "Methodological Guide for the Regulation and Implementation of Neighborhood Impact Studies," proposed by Peres & Cassiano (2019). The results show an increase in the number of criteria indicated by the mentioned guide specified in the legislation over the years. While not the sole challenge to achieving its objectives, the proper regulation of this urban planning tool can represent a significant contribution to the land use planning and management process.
