ANÁLISE DA ADERÊNCIA AO PLANEJAMENTO ESTRATÉGICO INSTITUCIONAL: ABORDAGEM BASEADA EM REDES BAYESIANAS
O Planejamento de Desenvolvimento Institucional (PDI) das Instituições Federais de Ensino Superior (IFES) necessita ser construído de forma aberta, participativa e acessível a todos os agentes impactados por esse documento, pois representa o projeto de expansão e melhoria dos serviços e deve estar alinhado com os objetivos da instituição para com a comunidade. Para além disso é notável que ainda são tímidos os investimentos em Gestão do Conhecimento nas IFES, mesmo que estes possam garantir um melhor atendimento à comunidade. Baseando-se na bibliografia existente, com a aplicação de questionários, e entrevistas roteirizadas, este trabalho apresenta uma análise da aderência dos setores dentro da Universidade Federal Rural da Amazônia (UFRA) ao seu PDI. A partir dos resultados e da aplicação de técnicas de mineração de dados das respostas dos servidores aos questionários aplicados, explicitou-se desafios relacionado à cultura organizacional, comunicação interna e externa e capacitação, além de aspectos conjunturais e comportamentais.

Abstract:
The Institutional Development Plan (PDI) of the Federal Institutions of Higher Education (IFES) needs to be constructed in an open, participative and accessible way to all the agents impacted by this document, considering that it represents the project of expansion and improvement of services and should be aligned with the institution's objectives vis-à-vis the community. In addition, it is notable that investments in Knowledge Management in IFES are still rare, even if they can guarantee better service to the community. Based on the existing bibliography, with the application of questionnaires and scripted interviews, this study presents an analysis of the adherence of the sectors from the Federal Rural University of Amazonia (UFRA) to its PDI. As long as the results and application of data mining techniques of the public servants responses to the applied questionnaires, challenges related to organizational culture, communication, internal and external training, furthermore to conjectural and behavioral aspects were explained.
