O presente estudo analisou a

dimensão da participação na qualidade

educacional e suas relações com a medida de

qualidade do IDEB em municípios do Nordeste.

Foram identificados, em cada estado do

Nordeste, os municípios com melhores e piores

IDEBs, formando assim, dois grupos que foram

comparados quanto a sua estrutura educacional

e organização do sistema de ensino, utilizando

os dados do Censo do IBGE de 2011. A análise

revelou que os dois grupos não diferem muito

quanto aos aspectos investigados. No entanto,

destacam-se dois pontos. Primeiramente, que o

grupo com os melhores Idebs possui uma maior

participação, melhor estrutura organizacional

no que se refere à existência de conselhos de

participação da sociedade na gestão, mesmo

que seja pequena a diferença entre os grupos.

Em segundo lugar, registra-se que a maior

diferença entre os grupos está na existência

de conselhos escolares nas escolas públicas

municipais. Como conclusão, o presente

estudo reafirma a importância da participação

da comunidade na gestão escolar e, como em

outros estudos na literatura da área, a gestão

democrática como um fator relacionado à

qualidade da educação.

Abstract:
The present study analyzed the

dimension of the participation in the educational

quality and its relation with the quality measure

of IDEB in municipalities of the Northeast. The

municipalities with the best and worst IDEBs

were identified in each state of the Northeast,

thus forming two groups that were compared

in terms of their educational structure and

organization of the education system, using the

official data of 2011. The analysis revealed that

the two groups do not differ much about the

aspects investigated. However, two points stand

out. First, that the group with the best Idebs has

a greater participation, better organizational

structure regarding the existence of councils of

participation of the society in the management,

even if the difference between the groups is

small. Second, it is recorded that the biggest

difference between the groups is the existence

of school boards in municipal public schools. As

a conclusion, the present study reaffirms the importance of community participation

in school management and, as in other studies in the area literature, democratic

management as a factor related to the quality of education.
