ANÁLISE COMPARATIVA DAS ALTERAÇÕES REALIZADAS NOS PLANOS DIRETORES DA CIDADE DE RONDONÓPOLIS-MT: ENTRE OS ANOS DE 1994-2021
O planejamento constitui-se um papel essencial na efetivação de projetos, no alcance de objetivos e metas, em todas as esferas sociais, especificamente na organização de uma cidade. A organização de uma cidade pode ser efetivada por meio de um Plano Diretor, que representa um instrumento que normatiza, organiza e desenvolve medidas para solucionar problemas, em diversos aspectos na cidade. Portanto, o objetivo do trabalho foi realizar análise comparativa das alterações efetivadas nos Planos Diretores da cidade de Rondonópolis, no estado de Mato Grosso, no período de 1994 a 2021. Considerando que as cidades têm um relevante papel para a sociedade, proporcionando efetividade em diversos setores, como: para serviços, culturais, sociais, ambientais, educacionais, dados dos seus habitantes, e para esse controle se faz necessário a construção de um Plano Diretor. A metodologia utilizada no trabalho foi a pesquisa bibliográfica e documental, tendo aplicação de pesquisas em sites oficiais de busca, livros e documentos que abordam sobre a temática, assim como dados do arquivo da cidade de Rondonópolis, um dos materiais consultados frequentemente foram as Leis Municipais nº 2.118/94, 4.788/2006, 6.693/2011 e 7.426/2012, da cidade pesquisada. Conclui-se que é necessário que a cidade tenha competência administrativa e técnica, também relacionais para que se cumpra a construção efetiva de políticas públicas, de ações que envolvem a efetivação do Plano Diretor, e consequentemente desenvolvimento da cidade. Ainda, observa-se que a cidade de Rondonópolis passou por transformações significativas e que contribuíram para o pleno desenvolvimento da expansão territorial.

Abstract:
Planning constitutes an essential role in the execution of projects, in achieving objectives and goals, in all social spheres, and specifically in the organization of a city. The organization of a town can be carried out through a master plan, which represents an instrument that regulates, organizes, and develops measures to solve problems in several aspects of the city. Therefore, the objective of the work was to carry out a comparative analysis of the changes made to the Master Plans of the city of Rondonópolis, in the state of Mato Grosso, from 1994 to 2021. Considering that cities have an essential role for society, providing effectiveness in several sectors, such as services, cultural, social, environmental, educational, and data on its inhabitants, and for this control, it is necessary to build a master plan. The methodology used in the work was bibliographic and documentary research, with the application of research on official search sites, books, and documents that deal with the theme, as well as data from the archive of the city of Rondonópolis, one of the materials frequently consulted, were the Municipal Laws 2,118/94, 4,788/2006, 6,693/2011 and 7,426/2012, of the city surveyed. It is concluded that it is necessary for the town to have administrative and technical competence, also relational, so that the effective construction of public policies, actions that involve the realization of the master plan, and consequently the development of the city, can be carried out. Still, it is observed that the town of Rondonópolis underwent significant transformations that contributed to the full development of territorial expansion.
