ALTERAÇÕES ESTRUTURAIS PROMOVIDAS PELOS MINISTÉRIOS DA AGRICULTURA E MEIO AMBIENTE: IMPLICAÇÕES DIRETAS NO AGRONEGÓCIO
A crescente demanda do Agronegócio no Brasil tem se mostrado cada vez mais evidente, sobretudo no que tange às exportações e consequente superávit na balança comercial. Neste sentido, este crescimento se dá devido a inúmeros fatores que contribuem para sua efetividade no mercado, dentre os quais estão os projetos econômico-ambientais elaborados pela Administração Pública Direta, mormente pelo Ministério da Agricultura, Pecuária e Abastecimento (MAPA) e Ministério do Meio Ambiente (MMA). No entanto, a atual gestão federal tem aplicado mudanças pontuais na estrutura e competência dos referidos Ministérios, conferindo prioridade em detrimento do outro, isto é, retirando poderes de atuação inerentes ao MMA e extinguindo ou realocando-os para o MAPA. A partir desta noção, que possui a revisão bibliográfica como procedimento metodológico, será compreendido que essas alterações causam, como consequência imediata, a desburocratização do processo de exportações envolvendo o agronegócio, mas que ao se levar em conta uma dilação temporal média/longa, estas mudanças podem trazer prejuízos, pois as questões ambientais estariam sendo desprestigiadas em favor de fatores estritamente objetivos e economicistas.

Abstract:
The growing demand of Agribusiness in Brazil has been increasingly evident, especially with regard to exports and consequent surplus in the trade balance. In this sense, this growth is due to numerous factors that contribute to its effectiveness in the market, among which are the economic-environmental projects elaborated by the Direct Public Administration, mainly by the Ministry of Agriculture, Livestock and Supply (MAPA) and Ministry of the Environment (MMA). However, the new federal administration has applied specific changes in the structure and competence of these Ministries, giving priority to the detriment of the other, that is, withdrawing the powers of action inherent in the MMA and extinguishing or relocating them to the MAPA. Based on this notion, which has the bibliographical revision as a methodological procedure, it will be understood that these changes cause, as an immediate consequence, the bureaucratization of the export process involving agribusiness, but that when taking into account a medium / long time delay, these changes can bring losses, because environmental issues would be discredited in favor of strictly objective and economical factors.
