AGRICULTURA FAMILIAR E AGRICULTURA PATRONAL: UMA DUALIDADE NO SISTEMA AGRÁRIO
No município há uma dualidade no sistema agrário, a qual pode ser representada, de um lado, pela agricultura patronal (produção orizícola e pecuária extensiva) e, de outro, pela agricultura familiar (produção diversificada). A base da economia do município está fortemente atrelada à produção e beneficiamento de arroz e a pecuária extensiva de corte, no entanto é nesse cenário que a agricultura familiar busca seu desenvolvimento com auxílio de políticas públicas. O presente estudo tem como objetivo a compreensão da dinâmica sócio-produtiva do sistema agrário do município de Itaqui-RS. O trabalho trata-se de uma pesquisa de revisão bibliográfica. Pode-se evidenciar pela pesquisa a dualidade no sistema agrário do município de Itaqui, que está atrelada ao nível de tecnologia, acesso à terra, acesso a crédito e políticas públicas. Considera-se que no caso da orizicultura assim como pecuária extensiva o grande desafio é compatibilizar o contínuo crescimento da produtividade com práticas sustentáveis que não signifiquem uma agressão ao meio-ambiente e a saúde da população. No caso da agricultura familiar necessita-se de políticas públicas capazes de criar condições favoráveis a sua reprodução social, envolvendo crédito, extensão rural, comercialização e formação continuada.

Abstract:
In the municipality there is a duality in the agrarian system, which can be represented, on the one hand, by employer's agriculture (orizoculture production and extensive livestock) and, on the other, by family farming (diversified production). The basis of the municipality's economy is strongly linked to rice production and processing and extensive beef cattle, however it is in this scenario that family agriculture seeks its development with the help of public policies.The present study aims to understand the socio-productive dynamics of the agrarian system of the municipality of Itaqui-RS. The work is a bibliographic review research. The research shows the duality in the agrarian system of the municipality of Itaqui, which is tied to the level of technology, access to land, access to credit and public policies. It is considered that in the case of oriziculture as well as extensive livestock the great challenge is to make the continuous growth of productivity compatible with sustainable practices that do not mean an aggression to the environment and the health of the population. In the case of family farming, public policies capable of creating favorable conditions for their social reproduction are needed, involving credit, rural extension, marketing and continuing education.
