AÇÕES DOS INSTITUTOS FEDERAIS DIANTE DA PANDEMIA: EXPERIÊNCIAS COM O PROGRAMA NACIONAL DE ALIMENTAÇÃO ESCOLAR NA BAHIA E EM MINAS GERAIS
No Brasil, o isolamento social foi adotado como medida para o contingenciamento da Covid-19. Assim, as aulas foram suspensas, dando início a obstáculos para a continuidade do Programa Nacional de Alimentação Escolar (PNAE), que atende os alunos da educação básica das escolas públicas. A legislação do PNAE prevê que 30% do seu orçamento deve ser utilizado para aquisição de produtos oriundos de agricultores familiares locais, consequentemente esses trabalhadores rurais também tiveram seus contratos de entrega de produtos suspensos devido à pandemia da Covid-19. Como intervenção do Estado nesse cenário, foi institucionalizada a continuidade do Programa para distribuição dos alimentos adquiridos aos responsáveis pelos estudantes durante a pandemia. O objetivo do presente estudo é trazer uma reflexão sobre as ações dos Institutos Federais, Campus de Senhor do Bonfim, do IF Baiano, e Campus de São João Evangelista, do IFMG, para operacionalizar o PNAE durante a pandemia. Para tanto, foi realizada uma análise descritiva, com procedimento técnico documental, bem como a análise de dados secundários disponibilizados pelas duas instituições em suas respectivas homepages, entrevistas semiestruturadas aplicadas às nutricionistas responsáveis pela operacionalização do PNAE nas instituições analisadas, além da abordagem qualitativa e da estratégia de estudo dos casos, nos estados de Minas Gerais e Bahia. A pesquisa revela que a pandemia potencializou as desigualdades sociais e trouxe novos desafios, que devem ser discutidos coletivamente para serem superados, garantindo, assim, a continuidade do Programa em nível nacional, mantendo alimentação saudável e nutritiva aos discentes, e a continuidade do acesso dos agricultores familiares ao mercado institucional.

Abstract:
In Brazil, social isolation was adopted as a measure for the Covid-19 contingency. Thus, classes were suspended, creating obstacles for the continuity of the National School Meals Program (PNAE), which serves basic education students in public schools. The PNAE legislation provides that 30% of its budget should be used to purchase products from local family farmers, consequently these rural workers also had their product delivery contracts suspended due to the Covid-19 pandemic. As an intervention of the State in this scenario, the continuity of the Program was institutionalized for the distribution of the food purchased to those responsible for the students during the pandemic. The objective of the present study is to bring a reflection about the actions of the Federal Institutes, Senhor do Bonfim Campus, of IF Baiano, and São João Evangelista Campus, of IFMG, to operationalize the PNAE during the pandemic. For this, a descriptive analysis was carried out, with documentary technical procedure, as well as the analysis of secondary data made available by the two institutions in their respective homepages, semi-structured interviews applied to the nutritionists responsible for the operationalization of the PNAE in the analyzed institutions, besides the qualitative approach and the case study strategy, in the states of Minas Gerais and Bahia. The research reveals that the pandemic has potentiated social inequalities and brought new challenges, which should be discussed collectively to be overcome, thus ensuring the continuity of the Program at the national level, maintaining healthy and nutritious food to students, and the continuity of access of family farmers to the institutional market
