AÇÕES AFIRMATIVAS E POLÍTICA DE COTAS NO INGRESSO AO ENSINO SUPERIOR: DO OLHAR TEÓRICO À OPINIÃO PÚBLICA
Este artigo busca compreender como têm sido efetivadas as ações afirmativas no contexto brasileiro e qual a opinião em torno da política de cotas dos estudantes da Universidade Federal do Pará (UFPA). Para tanto, elaboramos uma pesquisa de abordagem quanti-qualitativa, realizada no período de outubro a dezembro de 2019. Objetivando a obtenção da opinião dos estudantes da UFPA, definimos como estratégia a aplicação de um formulário online aplicado a 167 estudantes. Para constituir o contexto dessas políticas no Brasil e fazer inferências em torno dos resultados do formulário aplicado, recorremos a uma pesquisa bibliográfica. Constatou-se que as ações afirmativas implicam em limites e possibilidades nas diversas esferas da vida humana. No âmbito acadêmico, notou-se uma forte geração de conflitos ideológicos entre o corpo discente, refletidos na opinião dos estudantes da UFPA, campus Belém. Portanto, salientamos que alguns problemas devem ser atenuados na luta pela democratização do ensino superior no Brasil. As políticas afirmativas carecem de reflexões, discussões e ações ativas e constantes promovidas por meio da participação coletiva. Ademais, o planejamento acaba se tornando ferramenta essencial para uma Universidade mais justa e emancipadora.

Abstract:
This article seeks to understand how affirmative actions have been carried out in the Brazilian context and what is the opinion on the quota policy of the students at the Federal University of Pará (UFPA). To this purpose, we prepared a research with a quantitative-qualitative approach, realized in the period corresponding from October to December 2019. In order to obtain the opinion of the students from UFPA, we defined as a strategy the application of an online form to 167 students. To establish the context of quota policy in Brazil and to make inferences around the results in the applied way, we carry out a bibliographic search. It was verified that affirmative action implies limits and possibilities in the various spheres of human life. In the academic field, it was noticed a strong generation of ideological conflicts among the students group selected, reflected in the opinion of the students from UFPA, Belém. Therefore, we hope that some problems must be attenuated in the struggle for the democratization of the upper class in Brazil. The affirmative policies they lack active and constant reflections, discussions and actions promoted through collective participation. In addition, planning ends up becoming an essential tool for a more just and emancipatory University.
