ACESSO À INFORMAÇÃO PÚBLICA NOS ESTADOS-MEMBROS DA COMUNIDADE DE PAÍSES DE LÍNGUA PORTUGUESA
A pesquisa sobre o marco
institucional do acesso à informação mostra-se
imprescindível para compreender a aplicação
de princípios da democracia e dos direitos
humanos pelo Estado. O artigo tem como objeto
a institucionalização do acesso à informação
pública nos Estados-membros da Comunidade
de Países de Língua Portuguesa. Aplica-se a
técnica Análise Comparativa Qualitativa (QCA)
para analisar as condições de estabelecimento
das Leis de Acesso à Informação de Angola,
Brasil, Moçambique e Portugal, Estadosmembros
da CPLP que regulamentaram o
direito até 2016. Conclui-se que países com
elevada adesão às normas internacionais sobre
de direito à informação, liberdade democrática e
renda alta representam configuração suficiente
para a garantia do acesso à informação pública
por lei.

Abstract:
The research about the institutional
framework of the access to information is
essential to comprehend the application of the
principles of democracy and human rights.
This paper focuses on the institutionalization
of the access to public information in the
member states of the Community of Portuguese
Speaking Countries (CPLP). The conditions
to set freedom of information laws of Angola,
Brazil, Mozambique and Portugal, CPLP
state members which regulated the right to
information until 2016, are analyzed through the
Qualitative Comparative Analysis (QCA) tool.
The conclusion shows that high adherence to
international treaties about information right,
free status and high income represents a
sufficient configuration to guarantee access to
public information by law.
