ACCOUNTABILITY: A IMPORTANTE RELAÇÃO ENTRE ESTADO E SOCIEDADE PARA O DESENVOLVIMENTO DE POLÍTICAS PÚBLICAS
Atualmente, as mudanças ocorrem de forma rápida e as informações fluem a todo tempo. Neste contexto, vive-se na era de uma nova gestão pública, que apresenta uma diferente realidade e que passa a ter um enfoque maior no desempenho e na qualidade dos serviços prestados à sociedade, ao invés de focar somente nas normas legais. O presente estudo tem como objetivo enfatizar a importância de se compreender a relação entre Estado e Sociedade para o desenvolvimento das Políticas Públicas, especificamente para a área da Saúde. Desta forma, trata-se de um estudo de natureza exploratória e descritiva, que teve como objetivo apresentar os principais conceitos da Administração Pública, bem como sua eficiência e a necessidade de Accountability para uma gestão eficaz. Buscou-se ainda abordar a importância da participação social no processo decisório dessa política, apresentando o papel dos espaços participativos na orientação, desenvolvimento e controle da Política Pública. Conclui-se que a Accountability reafirma a ideia da igualdade, colocando em um mesmo nível cidadãos e governantes, possibilitando a sociedade fiscalizar e controlar os atos de gestão dentro dos limites legais. Neste sentido, a Accountability passa a constituir um mecanismo de implantação da ação no interesse público e de uma gestão pública mais efetiva.

Abstract:
Currently, changes occur quickly and information flows all the time. In this context, we live in the era of a new public management, which presents a different reality and which starts to have a greater focus on the performance and quality of services provided to society, instead of focusing only on legal norms. This study aims to emphasize the importance of understanding the relationship between State and Society for the development of Public Policies, specifically for the Health area. Thus, this is an exploratory and descriptive study, which aimed to present the main concepts of Public Administration, as well as its efficiency and the need for Accountability for effective management. It also sought to address the importance of social participation in the decision-making process of this policy, presenting the role of participatory spaces in the orientation, development and control of Public Policy. It is concluded that Accountability reaffirms the idea of equality, putting citizens and government officials on the same level, enabling society to monitor and control management acts within legal limits. In this sense, Accountability becomes a mechanism for implementing action in the public interest and for more effective public management.
