Abstract: Public bidding is the primary mechanism by which the State contracts the execution of engineering projects, and its proper management presents a technical, regulatory, and strategic challenge for students, professionals, and companies in the sector. This article presents an academic-scientific and applied approach to the comprehensive analysis of public bidding in engineering projects, conceiving the bidding process as a system of technical decisions conditioned by legal, financial, and contractual constraints. Based on a structured analysis of the regulatory framework and the tender specifications, a methodology is developed that integrates the study of the technical scope, the economic structuring of the bid, the evaluation of eligibility requirements and qualification factors, as well as risk management and the contractual conditions of execution. To demonstrate the cross-cutting applicability of the proposed approach, typical public bidding scenarios in civil, mechanical, and materials engineering are included, illustrating how a common methodological structure can be adapted to different disciplines of applied engineering. The article is proposed as a technical and academic support for training and professional practice, aimed at improving the quality of bids, reducing the uncertainty associated with public procurement and strengthening the engineer's ability to participate efficiently and sustainably in projects financed with public resources.
