RESUMO: Temática da ‘cidade educadora’ e ‘cidade criativa’ materializa-se com desenvolvimento sustentável e formação cidadã, tendo em conta papel dos municípios, em termos socioeducativos e culturais. O cidadão se constrói pelas aprendizagens e experiências de interação com espaços da/na cidade (contextos de educação formal, não formal e informal), com participação dos atores e instituições locais em prol do bem-estar e melhoria de vida. A ‘Cidade Educadora’, canal difusor das prioridades socioeducativas e da assunção de responsabilidades coletivas exige que os municípios promovam programas estratégicos de desenvolvimento e, simultaneamente de formação para cidadania (colaborativa), no cenário de pluralismo existente nas sociedades democráticas. Ou seja, aprender criticamente a ler ‘Cidade’, participando na sua construção e evolução, com participação das escolas e instituições, realiza-se propósito de uma educação verdadeiramente integral e de formação cidadã, que é um aspeto da educação na sua dimensão socioeducativa, cultural e criativa, bem plasmado nos objetivos dos Planos Estratégicos Municipais. Desde uma análise hermenêutica formulamos seguintes objetivos: refletir envolvimento das instituições e agentes (socio)educativos na promoção da cidadania democrática e cumprimento dos Direitos Humanos; analisar as estratégias de educação para a cidadania preparando os jovens aprendentes para os desafios do século XXI (Unesco), no âmbito cultural e criatividade (empreendorismo); refletir ação dos municípios no campo da política ‘Descentralização, Territorialização e Municipalização’ da educação (Carta Educativa, Plano Estratégico Educativo) no cenário ‘cidade educadora’ e ‘Cidade criativa’ na promoção do desenvolvimento sustentável, onde o papel a educação social é fulcral para essa cidadania colaborativa desejada.

  • Abstract: The themes of the ‘educating city’ and ‘creative city’ materialize with sustainable development and civic education, considering the role of municipalities in socio-educational and cultural terms. Citizenship is constructed through learning and experiences of interaction with spaces in/of the city (contexts of formal, non-formal and informal education), with the participation of local actors and institutions for the sake of well-being and improved quality of life. The ‘Educating City’, a channel for disseminating socio-educational priorities and the assumption of collective responsibilities, requires municipalities to promote strategic development programs and, simultaneously, citizenship education (collaborative), within the pluralistic scenario existing in democratic societies. In other words, learning to critically read ‘City’, participating in its construction and evolution, with the participation of schools and institutions, fulfils the purpose of a truly comprehensive education and civic education, which is an aspect of education in its socio-educational, cultural and creative dimension, well reflected in the objectives of the Municipal Strategic Plans. From a hermeneutical analysis, we formulated the following objectives: to reflect on the involvement of (socio)educational institutions and agents in promoting democratic citizenship and the fulfilment of Human Rights; to analyse citizenship education strategies preparing young learners for the challenges of the 21st century (UNESCO), in the cultural and creative (entrepreneurial) sphere; to reflect on the action of municipalities in the field of the policy of 'Decentralization, Territorialisation and Municipalization' of education (Educational Charter, Strategic Educational Plan) in the scenario of 'educating city' and 'creative city' in the promotion of sustainable development, where the role of social education is crucial for this desired collaborative citizenship.
