A RELEVÂNCIA DO PROGRAMA NACIONAL DE ASSISTÊNCIA ESTUDANTIL NA EDUCAÇÃO
Diante a suspensão de aulas ocasionada pelo Covid-19, muitos alunos beneficiários do Programa Nacional de Assistência Estudantil (PNAES) foram prejudicados e deixaram de receber benefícios relacionados à alimentação, saúde, transporte, inclusão digital e moradia. O Projeto de Lei 901/20 prevê a continuidade do programa durante esse período para que os alunos não percam o apoio social e pedagógico para permanecerem na graduação, mas desde março encontra-se em espera para despacho pelo poder executivo federal. O estudo tem como objetivo analisar a importância do programa constatada por pesquisadores que possa subsidiar argumentos a favor da preservação do programa durante a pandemia. Sob à luz da abordagem metodológica de levantamento bibliográfico, 46 trabalhos foram lidos na íntegra e 12 foram considerados para compor a discussão. Os resultados evidenciaram um grande papel do programa na democratização do ensino superior e no atendimento de demandas sociais determinantes para a permanência dos jovens nas instituições de ensino. Também foi notado que o programa incide na melhoria de indicadores, como taxa de evasão, e que a sua permanência no período de pandemia é condizente com a função social das instituições de ensino de garantir uma formação emancipatória.

Abstract:
Due to the suspension of classes caused by Covid-19, many students benefiting from the National Student Assistance Program (PNAES) were harmed and stopped receiving benefits related to food, health, transportation, digital inclusion and housing. The Project of Law 901/20 provides for the continuity of the program during this period to make sure that students do not lose social and pedagogical support to remain in graduation, but since March, it has been waiting for dispatch by the federal executive power. Thus, the study aims to analyze the importance of PNAES found by researchers who can support arguments in favor of preserving the program during the pandemic. In light of the bibliographic methodological approach, 65 works had been reading in full and 12 had considered composing the discussion. The results showed a great role of the program in the democratization of higher education and in meeting the social demands that are crucial for the permanence of young people in educational institutions. It also noted that the program focuses on improving indicators, such as dropout rate, and that its permanence in the pandemic period is relate with the social function of educational institutions to guarantee emancipatory formation.
