A RELAÇÃO ENTRE FUNDEB, MATRÍCULAS, CUSTO ALUNO E PSPN: O CASO DA REDE ESTADUAL DE ENSINO DO RIO GRANDE DO NORTE (2008-2014)
Este trabalho objetiva analisar a
relação da arrecadação financeira do Fundo de
Manutenção e Desenvolvimento da Educação
Básica e de Valorização dos Profissionais da
Educação (Fundeb) na Rede Pública Estadual
de Ensino do RN, com o número de matrículas
dessa rede e o custo aluno do Fundeb, bem
como, os efeitos dessa relação na correção
do valor nominal do Piso Salarial Profissional
Nacional (PSPN), instituído pela Lei nº
11.738/2008, entre os anos de 2008 a 2014.
Para tal, utilizou-se de informações disponíveis
nos portais eletrônicos do Fundo Nacional
de Desenvolvimento da Educação (FNDE).
Concluiu-se que na citada rede de ensino, o
Fundeb obteve uma variação positiva em sua
receita de 86% (valores nominais), apesar do
decréscimo de 24% no número de matrículas.
Paralelo a isso, o valor do Custo Aluno possuiu
elevações, repercutindo diretamente nos valores
dos reajustes do PSPN, sendo a metodologia
adotada nessa correção um aspecto que
merece atenção pelo órgão responsável.

Abstract:
This paper intends to analyze the
relation between the financial revenue of the
Fund of Retaining and Development of Basic
Education and Valorization of Educational
Professionals (Fundo de Manutenção e
Desenvolvimento da Educação Básica e de
Valorização dos Profissionais da Educação/
Fundeb) in the RN’s region public schooling
network, the number of enrolments in this
network, and the student’s Fundeb cost, as well
as the effects of this relation in the correction
of the face value of the National Professional
Minimum Wage (Piso Salarial Profissional
Nacional/ PSPN), instituted by the Law nº
11.738/2008, between 2008 and 2014. For
such, we have used information available in the
web portal of the National Development Fund for
Education (Fundo Nacional de Desenvolvimento
da Educação/ FNDE). We have concluded
that, in this school’s network, the Fundeb had
a positive variation in its revenue of 86% (face
value) despite the decrease of 24% in student’s
enrolment. Alongside with it, the value of the
Student’s Cost (Custo Aluno) has revealed some
increasing, reflecting directly in the values of
the PSPN’s correction, being the methodology
used in this correction one aspect that deserves attention of the responsible public entity.
