A QUESTÃO RACIAL Á LUZ DA POLÍTICA DE SAÚDE MENTAL BRASILEIRA: UMA ANÁLISE DOS REBATIMENTOS APÓS GOLPE DE ESTADO DE 2016
Neste artigo objetiva-se avaliar as contribuições da Política de Saúde Mental no Brasil, expressa por meio da Lei 10.216, de 06 de abril de 2001, que dispõe sobre a proteção e os direitos das pessoas com transtornos mentais e redireciona o modelo assistencial no que concerne a abordagem da questão racial no decorrer do processo da luta antimaniconial no país. Além disso, objetiva compreender os desafios desta Política, mediante as alterações em suas normativas a partir de 2016 que evidenciam as desigualdades raciais e seus impactos. Metodologicamente, optou-se por estudo bibliográfico e documental. Para o estudo bibliográfico, optou-se pela revisão não sistemática, nos bancos de dados SciELO-Online, entre 2001 e 2019, a partir dos descritores “Política de saúde mental” e “Racismo”. Para o estudo documental, optou-se pelo acesso a documentos oficiais, tais como, leis, decretos, portarias e resoluções referentes a esta proposta. De forma geral, o trabalho nos permite reconhecer a importância da discussão sobre a relação da saúde mental e a discussão da questão racial e uma análise sobre os agravamentos após medidas do governo federal em relação à política de saúde mental, que permitem afirmar que está em curso um processo acelerado de desmonte dos avanços alcançados pela reforma psiquiátrica.

Abstract:
This article aims to evaluate the contributions of the Mental Health Policy in Brazil, expressed through Law 10.216, of April 6, 2001, which provides for the protection and rights of people with mental disorders and redirects the care model with regard to addressing the racial issue during the process of anti-manicural struggle in the country. In addition, it aims to understand the challenges of this Policy, through the changes in its regulations from 2016 that show racial inequalities and their impacts. Methodologically, a bibliographic and documentary study was chosen. For the bibliographic study, we opted for a non-systematic review, in the SciELO-Online databases, between 2001 and 2019, using the descriptors "Mental health policy" and "Racism". For the documentary study, we opted for access to official documents, such as laws, decrees, ordinances and resolutions referring to this proposal. In general, the work allows us to recognize the importance of the discussion on the relationship of mental health and the discussion of the racial issue and an analysis of the aggravations after measures of the federal government in relation to the mental health policy, which allow us to affirm that it is in An accelerated process of dismantling the advances achieved by psychiatric reform is under way.
