A Propriedade da Terra e a Democracia
Em meados do Século XVII, o filósofo político inglês James Harrington escreveu um livro chamado The Commonwealth of Oceana, detalhando uma república ideal. Um dos principais pontos do livro é que, baseado na experiência de repúblicas da Antiguidade, uma lei agrária equânime é fundamental para a sobrevivência de uma república. O presente estudo busca provar que o argumento de Harrington ainda é válido atualmente, utilizando-se de uma seleção estratégica de bibliografias, bem como dados do Instituto Brasileiro de Geografia e Estatística – IBGE referentes à distribuição de terras no Brasil. O método de pesquisa escolhido foi o hipotético-dedutivo. Ao final, encontramos evidência que o argumento de Harrington permanece válido e que, embora a reforma agrária no Brasil ainda esteja aquém de uma situação ideal, ela vem melhorando ao longo dos anos e realmente espera-se que sua continuada melhoria traga contribuições bastante positivas para a democracia do país no futuro.

Abstract:
In the middle of the 17th Century, the English political philosopher James Harrington wrote a book called The Commonwealth of Oceana, detailing an ideal republic. One major point of his book is that, based on the experience of Ancient Republics, a fair agrarian law is fundamental to the survival of a republic. This study aims to prove that Harrington’s argument is still valid today, utilizing a strategic bibliographical selection couple with data from the Instituto Brasileiro de Geografia e Estatística – IBGE regarding the distribution of land in Brazil. The chosen research method was the hypothetical-deductive. In the end, we have found evidence that Harrington’s argument still holds true, and that, while the Brazilian agrarian reform still falls short of an ideal situation, it has improved over the years and there is real hope its continuing improvement will contribute very positively to the country’s democracy in the future.
