A PRODUÇÃO DE ENERGIA ELÉTRICA E A VIOLAÇÃO DE DIREITOS DAS MULHERES ATINGIDAS POR BARRAGENS
Este artigo é referente à parte inicial de um projeto de pesquisa, realizado por três estudantes bolsistas do Programa de Educação Tutorial em Serviço Social da Universidade Federal de Santa Catarina (PET-SSO/UFSC), abordando a falta de políticas públicas e a ausência do Estado para com as populações atingidas por barragens em geral com ênfase nas mulheres atingidas e sua perspectiva. Nesse contexto, é feito um resgate histórico acerca da produção de energia no Brasil, em especial - tendo em vista que as barragens existem para outros diversos fins - e busca-se fundamentar o debate para entender a conjuntura atual dessas famílias, considerando os relatos das mulheres. Para tal, coletamos relatos femininos da população atingida pela Usina Hidrelétrica (UHE) de São Roque, no interior de Santa Catarina para fomentar o debate a partir da realidade dessas mulheres e suas famílias, considerando a questão da negligência estatal a favor da iniciativa privada de produção de energia elétrica. A partir disso, é realizado um estudo bibliográfico acerca do contexto histórico da questão energética brasileira, sendo fundamentação teórica para compreender as condições postas a essa população. Assim, o debate desenvolve-se para além da discussão social, perpassando os diversos problemas que as construções desse tipo de barragem acarretam e, além disso, visa mostrar a importância do Movimento dos Atingidos por Barragens (MAB) para a organização popular, pensando na luta e na conquista de seus direitos enquanto coletivo.

Abstract:
: This paper refers to the initial part of a research project conducted by three scholarship students from the Tutorial Education Program in Social Work at the Federal University of Santa Catarina (PET-SSO/UFSC). It addresses the lack of public policies and the absence of the State as concerns the population affected by dams, in general, with an emphasis on the women impacted by this. Within this context, a historical research was conducted about the production of energy in Brazil, in particular, taking into consideration that dams serve a variety of purposes, and in addition we sought to provide a basis for understanding the current situation these families are in, from these women’s accounts. To this end, we compiled accounts from women within this population, more specifically affected by the São Roque Hydroelectric Power Plant (UHE), in the countryside of the state of Santa Catarina, in order to encourage debate based on the reality faced by these women and families, taking into account the issue of neglect by the state in favour of private enterprise for the production of electric energy. Based on that, we focused on the bibliographic study of the historical context of energy produced in Brazil as the stepping stone for understanding the conditions imposed upon this population. In this way, the discussion develops beyond the social debate and it goes through the diverse problems that the construction of this type of dam causes, as well as highlighting the importance of the Movimento dos Atingidos por Barragens (Movement of People Affected by Dams, MAB) for the organisation of people, bearing in mind the struggle and the conquest of their rights as a collective.
