A PARTICIPAÇÃO POPULAR NA CONSTRUÇÃO DAS POLÍTICAS DE SAÚDE: Uma análise das pautas e ações do Conselho Municipal de Boa Vista/RR nos anos de 2017 e 2018
O propósito deste estudo é identificar o grau de influência da população na elaboração das políticas municipais de saúde em Boa Vista/RR, buscando descrever como ocorre a participação popular na construção das política municipais de saúde e analisar as abordagens utilizadas pelo Conselho Municipal de Saúde na execução dessas políticas. A pesquisa se caracteriza como um estudo de caso, apoiado em uma pesquisa documental, utilizando como instrumentos a análise bibliografia e a aplicação de entrevistas. Os resultados demonstram que o Conselho Municipal de Saúde de Boa Vista/RR não só discute pautas importantes para o planejamento da política de saúde do município, mas também desenvolve ações que buscam integrar essas pautas com as reais necessidades da população boa-vistense. A participação da população do município de Boa Vista/RR mostra-se ainda tímida para intervir nas políticas de saúde, isso pode ser atribuído a falta de conhecimento suficiente para o exercício da cidadania.

Abstract:
The purpose of this study is to identify the degree of influence of the population in the elaboration of municipal health policies in Boa Vista/RR, seeking to describe how popular participation occurs in the construction of municipal health policies and to analyze the approaches used by the Municipal Health Council. Health in the implementation of these policies. The research is characterized as a case study, supported by a documentary research, using as instruments the bibliography analysis and the application of interviews. The results show that the Municipal Health Council of Boa Vista/RR not only discusses important guidelines for planning the health policy of the municipality, but also develops actions that seek to integrate these guidelines with the real needs of the population of Boa Vista. The participation of the population of the municipality of Boa Vista/RR is still shy to intervene in health policies, this can be attributed to the lack of sufficient knowledge for the exercise of citizenship.
