A MÚSICA COMO INSTRUMENTO DE COMBATE AO RACISMO ESTRUTURAL
O presente trabalho compôs o projeto de pesquisa a respeito dos Direitos Humanos, Políticas Públicas, Trabalho e Povos Indígenas, cujo principal objetivo foi analisar de forma interdisciplinar o diagnóstico levantado, identificando as causas sociais e as lacunas jurídicas presentes na discriminação da comunidade negra. O estudo baseou-se na análise bibliográfica e documental para entender por meio da música a ineficácia e as interfaces do papel do Estado no combate ao racismo estrutural. Diante de um cenário de políticas públicas ilusórias para a conquista da igualdade de raça no Brasil, a análise volta-se para as formas de empoderamento dos afrodescendentes a partir da música, uma vez que estas externam em seu conteúdo, suas dificuldades, angústias e muitas vezes representam pontos de vistas de suas realidades. O objetivo deste trabalho foi demonstrar que por meio da arte, aqueles que não conseguem ser ouvidos mediante sua situação de marginalidade, encontram na música uma forma de expressar toda uma falta de estrutura por meio da herança histórica representada pela escravidão. Ressaltam-se ainda os recentes retrocessos legislativos do país que demonstram o desinteresse para com as minorias, fazendo parte a comunidade aqui estudada. O referido trabalho, aproveitando-se de seu caráter descritivo e exploratório, visou reunir informações para futuras pesquisas sobre a temática, bem como elevar a importância da criação de ações afirmativas e políticas públicas, por parte da Administração Pública, para que essa dívida social seja liquidada e as práticas discriminatórias diretas cada vez mais erradicadas.

Abstract:
The present work was part of the research project on Human Rights, Public Policies, Labor and Indigenous Peoples, whose main objective was to analyze in an interdisciplinary way the diagnosis raised, identifying the social causes and legal gaps present in the discrimination of the black community. The study was based on bibliographic and documental analysis to understand through music the ineffectiveness and interfaces of the State's role in combating structural racism. Faced with a scenario of illusory public policies for the achievement of racial equality in Brazil, the analysis turns to the forms of empowerment of Afro-descendants through music, as these express, in their content, their difficulties, anxieties and many sometimes represent views of their realities. The objective of this work was to demonstrate that through art, those who cannot be heard due to their situation of marginality, find in music a way to express a whole lack of structure through the historical heritage represented by slavery. The country's recent legislative setbacks are also noteworthy, demonstrating the lack of interest in minorities, with the community studied here being part of it. This work, taking advantage of its descriptive and exploratory character, aimed to gather information for future research on the subject, as well as to raise the importance of the creation of affirmative actions and public policies, by the Public Administration, so that this social debt is liquidated and direct discriminatory practices increasingly eradicated.
